JAKARTA-OPERATION MANAGER
Background
NetHope is a cooperative collaboration among the world’s largest international development agencies, NGOs and IT companies. Founded in 2001, NetHope has led multi-stakeholder alliances in the developing world that focus on appropriate and innovative uses of information and communications technology. In September 2010, USAID entered into a cooperative agreement with NetHope to support the Global Broadband and Innovations Alliance (“GBI”) to advance deployment of broadband infrastructure and connectivity in developing economies and to stimulate the use of innovative information technologies (“IT”) in the achievement of USAID’s programmatic mission.
NetHope seeks a Operations Manager for an upcoming 3 year USAID Mobile Money Implementation Unit (“MMIU”) project that aims to support the development of a robust mobile money ecosystem in Indonesia. The MMIU will engage in three overarching activities: (1) provide technical resources, including qualitative research, to mobile money industry leaders to promote increased understanding of mobile money services and sector development; (2) design and administer a small grant and challenge fund with USAID to create incentives for mobile money deployments and use in the near term; and (3) monitor and evaluate mobile money evolution in Indonesia against USAID indicators and targets.
Position Description
The Operations Manager will manage the day-to-day operations of the MMIU program, including finance, administration, compliance management and human resources. The Operations Manager will also help in the project set up, looking for office space, and arranging the proper meetings. The position will safeguard the program assets (financial and physical) against fraud, loss or misuse. He or she will ensure that any program money expended will be tracked and accounted for under generally accepted accounting principles. The position is expected to contribute to providing overall operational coordination of the MMIU program that fosters a productive work environment for all staff. The Operations Manager will be reporting to the MMIU Program Manager based in Washington DC, and will act as a central line of communication between the field and headquarters.
Required qualifications
• Minimum 4 years of experience working in administrative roles in USAID funded programs of a similar size and scope
• Knowledge of USAID procurement, financial and accounting procedures
• String experience in developing and managing USAID program budgets
• Experience in dealing with donor organizations
• Strong writing and communications skills
• Working local knowledge of labor laws, tax reporting requirements, and other administrative subject matter
• Knowledge of reporting requirements on USAID programs
• Fluency in English is required
• Fluency in Bahasa Indonesia is required
