INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Date: 9 March 2012

Country: Pakistan Description of the assignment: Web Application Developer Number of positions: 1 (Islamabad) Project name: Afghan Opiate Trade Project Period of assignment/services (if applicable): 6 weeks Proposal should be submitted at the following email address: fo.pakistan@unodc.org No later than 15 March 2012. UNODC will respond in writing by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.


BACKGROUND The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan to better respond to the threat of drugs crime and terrorism. In order to react in a strategic manner UNODC Pakistan requires the services of a national research officer to support research areas of the UNODC mandates in Pakistan with a focus on needs related to law enforcement and borders, criminal justice and public health.


MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED PROJECT. Assignment objective: The Ministry of Narcotics Control is planning to engage all NGO’s working in the field of Drug Demand Reduction such as Treatment, Rehabilitation, Prevention and Awareness. To support the Ministry’s initiative the UNODC intends to develop an online web database for the Ministry of Narcotics Control which will have the capability to register NGOs based on their field of work and also store different types of drug related information. The online database will have a strong reporting module as well.

Responsibilities and description: The incumbent will work closely with the Research and Programme Development Officer as well as designated officials of the Ministry of Narcotics Control to produce a high quality web application that will be used by the Ministry to engage NGOs working in the field of Drug Demand Reduction.
SCOPE OF WORK, FEATUES AND DELIVERABLES OF THE PROPOSED PROJECT The Web Developer will develop a web application for Ministry of Narcotics Control which will register, and store different types of information from NGOs working in Drug Demand Reduction in Pakistan with the following features and modules:

Modules:
Data Entry Module a. Registration page; this module will register NGOs requesting basic information from the NGOs. b. Treatment and Rehabilitation page; Registered NGOs who have indicated that they work in the field of Treatment and Rehabilitation will provide basic as well as detailed patient data thru this page. c. Prevention and Awareness page; Registered NGOs which have indicated that they work in the field of Prevention and Awareness will provide basic as well as awareness activity based data thru this page.
Reporting Module; thru this module NGOs will generate reports based on data specific to their own data provided. The Ministry will be able to generate different types of reports based on one or all NGOs in Treatment, Rehabilitation, Prevention and Awareness. The reporting module should be very robust and customizable.
Each NGO will have its own profile, username/password where they will be able to enter their data and generate reports specific to their NGO only. The Ministry will have the authority to monitoring, access and generate reports for all NGOs.

Features: The online database for NGOs web application must be 1. Secure and credential based employing technologies like SSL (encrypted) and username/password authentication (secure). 2. Be able to upload documents (exce, word, pdf) as well as pictures (jpg, png, tiff, gif etc.). 3. Support complete backup of data as well as the whole website. 4. Be able to load faster on DSL connections and reasonably well on Dial-up connections. 5. Be able to generate custom reports that are exportable to word, excel and pdf formats and import data from excel, csv or text file. Deliverables 1. Complete web application system analysis, design and development plan (with timelines). 2. The online NGO database web application, complete in all respects. 3. Documentation of the web application a. Concise User Manual with Site Map. b. Administration and Maintenance Manual 4. Complete source code as well as database structural diagram (ERD or UML).


REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: • B.Sc. in Computer Science, Software Engineering or Information Technology. II. Years of experience: • 5 years experience in web application development using open source platforms such as PHP, Ajax, MySQL, Linux, Perl, Python etc. III. Competencies: • A national professional, holding a bachelor’s degree in computer science, software engineering or Information Technology, plus 5 years of experience in developing high quality, usable and stable web applications. • Expert knowledge of PHP, AJAX, MySQL, Linux and Adobe Flash/AIR and similar open source web technologies • Proven ability to develop user-friendly, secure and robust websites and web applications. • Excellent verbal and written communication skills in English and Urdu. • Ability to work under pressure and to tight deadlines.


DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
Proposal: a. Explaining why they are the most suitable candidate for the work b. Provide a brief methodology (including a clear ER/UML Diagram of base tables etc.) on how they will approach and conduct this web application development assignment.
Financial proposal
Personal CV including past experience in similar projects and at least 3 references

FINANCIAL PROPOSAL

Lump sum contracts
The financial proposal shall specify a total lump sum amount as well as daily rate based on the proposed number of days. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Suggested breakdown of payments is given below (deliverable based):

• 25% upon completion system analysis, design and development plan. • 50% upon completion of the web application. • 25% upon hand over of the system as well as complete documentation.

Travel;

This specific Individual contract does not envisage any travel outside of the duty station. EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Lowest price and technically compliant offer When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both: a) Responsive/compliant/acceptable, and b) Offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.
