Organizational Setting
The Regional Office for Asia and the Pacific (RAP) identifies, plans and implements FAO’s activities in the Region. It ensures a multi-disciplinary approach to programmes; identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, advises on the incorporation of such priorities into the Organization’s Programme of Work and Budget. RAP also implements approved programmes in the Region, monitors the level of programme implementation and draws attention to problems and deficiencies.
The post is located in the Natural Resources and Environment group Regional Office for Asia and the Pacific, Bangkok, Thailand and provides technical advice and services to countries and projects in the Asia and Pacific Region.
Reporting Lines
The Natural Resources Officer reports to the ADG, RAP, with functional guidance of the Senior Natural Resources Officer, the Climate, Energy and Tenure Division, NRC
Technical Focus(optional)
Climate change, bioenergy and food security in the RAP region.
Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.
Key Functions
· Reviews, monitors and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or policy issues related to climate change and bioenergy to support the delivery of FAO programmes, projects, products and services.
· Produces a variety of climate change and bioenergy related technical information, data, statistics, reports and input for technical documents and web pages.
· Provides technical support/analysis to assessments, studies and initiatives and provides technical backstopping to field projects.
· Collaborates in the development of improved/updated tools, systems, processes, and databases related to climate change and bioenergy.
· Participates on multi-disciplinary teams, and/or leads working groups/teams, collaborates with other departments and agencies on work groups and committees and promotes best practices and successful experiences related to climate change adaptation and mitigation and sustainable bioenergy development in the agriculture, forestry, fishery, livestock and land and water sectors.
· Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools.
· Promotes knowledge sharing and best practices related to climate change and bioengergy at international and regional meetings and conferences and represents FAO’s views and positions in stakeholder consultations.
· Supports resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions (optional)
· Supports country-level actions guided by FAO’s Country Programming Frameworks (CPFs), subregional and regional priority frameworks and higher-level strategic frameworks of the Organization in order to transform FAO’s knowledge products into country-level results and impacts;
· Supports the coordination of identification, development, mainstreaming and implementation of FAO regional priorities, work plans and programmes/projects on climate change adaptation and mitigation, and sustainable bioenergy, drawing on the corporate approaches and frameworks such as FAO Adapt Framework Programme on Climate Change Adaptation and Climate–smart Agriculture, and FAO’s sustainable bioenergy decision support package, and liaises with relevant units in RAP, HQs and decentralized offices;
· Contributes to the provision of policy advice and technical support to FAO sub-regional offices and country offices in Asia and the Pacific on climate change and bioenergy related activities.
· Supports the role of the Regional Office in the provision of advice to member countries of the Region in strategy formulation, sector planning, policy innovation, institutional reform, technology dissemination and capacity building on climate change adaptation and mitigation in agriculture and natural resources management, and sustainable bioenergy development;
· Identifies, tests and pilots suitable methodologies, technologies and tools for climate change adaptation and mitigation and sustainable bioenergy development in the agriculture, forestry, fishery, livestock and land and water sectors.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
· Advanced university degree in natural resources with focus on climate change, bioenergy and/or related field
· Five years of relevant experience in climate change and sustainable bioenergy development and/or related topics such as natural resource management, water management, forestry management, land management, irrigation and agriculture engineering and rural development. Experience in Asia and the Pacific region.
· Working knowledge of English and limited knowledge of one of the other official languages of FAO (Arabic, Chinese, French, Russian, Spanish)

· Extent of experience in capacity building to national and local institutes and farmers in developing countries
