ORGANIZATIONAL LOCATION:

The post is located in the Humanitarian Response Branch, New York, in the Programme Division and is under the direct supervision of the Humanitarian Adviser.

JOB PURPOSE:

The Humanitarian Response Branch provides global strategic direction, technical and operational support for UNFPA’s activities in natural disaster and conflict and post conflict settings, focusing on reproductive health, gender, and selected population and data needs.

This post will help provide timely operational and technical support for UNFPA’s interventions in natural disaster, conflict and post-conflict situations, focussing on integration of Reproductive Health and HIV prevention concerns within emergencies/post -crisis and transition settings. The post will further contribute toward the implementation of the 3-year institutional humanitarian strategy to integrate the ICPD –POA into emergency preparedness, humanitarian response and transition and recovery programmes. Specifically, as it relates to HIV prevention, it is in line ECOSOC observations and Security Council resolutions on HIV/AIDS and gender issues in conflict and peacekeeping situations as well as the Beijing +5 attention to the impact of conflict and natural disasters on women and girls.

DUTIES AND RESPONSIBILITIES:

The incumbent will be responsible for the following tasks:

A) Technical/Advisory Support on HIV/AIDS and Security:

• Provide technical training, support and guidance to selected UNFPA country offices and partners in project design and programme and training curricula development, in the area of HIV/AIDS and uniformed services.

• Advise UNFPA HQ and country offices, in consultation with the Humanitarian Adviser, on how to build and manage strategic partnerships with DPKO (Department of Peacekeeping Operations), UNAIDS and international/local organizations to ensure visible and sustainable integration of Reproductive Health/HIV concerns within programming for uniformed and demobilized personnel.

• Represent UNFPA in HIV-Security forums (Inter-Agency Task Force on Uniformed Services; Inter-Agency Disarmament, Demobilization and Reintegration Initiative etc.) and determine UNFPA activities in collaboration with partners

• Support country offices in developing proposals and strengthening their engagement on HIV/Security issues.

• Contribute to the development of UNFPA’s strategy and document lessons learned and best practices in the area of HIV/Security.

• Design and conduct field assessment missions as required.

B) Programme Development and Management:

• Design, develop and manage HRB’s programmes related to HIV/AIDS and emergency settings, such as UBW project management.

• Provide technical and operational support to UNFPA country offices and partner agencies to develop appropriate programmes/activities, training curricula, monitoring and evaluation tools on RH/HIV-humanitarian settings.

• Coordinate and monitor inter-agency and sub-regional initiatives on HIV/AIDS, especially within the West Africa sub-region, in close collaboration with internal and external partners.

• Provide continuous backstopping to country offices in crises areas on all matters requiring coordination with other HQ branches of the fund.

• Work closely with HIV/AIDS Branch, Commodities Management Branch and Geographic Divisions to ensure that all above tasks are reflected in the development of a strategy on HIV/AIDS and conflict.

• Profile UNFPA’s role in HIV/reproductive health in emergency settings with Member States

C) Management of Emergency Stand-By Agreements and Arrangements:

• Coordinate and oversee emergency stand-by personnel secondments processed through Norwegian Refugee Council (NRC) and Danish Refugee Council (DRC) to UNFPA country offices in emergency/post-emergency settings.

• Coordinate and assist UNV Bonn and internal HQ partners (HEARTS) on UNV recruitments/placements within UNFPA country offices in crises

• Oversee and provide technical support to emergency stand by personnel/UNVs, once recruited and seconded to UNFPA offices.

D) Daily Responsibilities:

• Provide additional technical and programme support to UNFPA country offices in emergency/post-conflict and transition settings as requested by HRB.

• Support the development of policy and guidance on reproductive health and HIV strategies and programming in crisis settings.

• Participate in inter-agency (IASC, IAWG) meetings/workshops as requested

• Maintain constructive working relationship/communication with UNAIDS, DPKO, NRC, DRC, UNV Bonn

• Strengthen collaboration/partnerships with actors working on RH/HIV and emergency programming in conflict/post-conflict situations (eg. IRC, ARC, JSI, CDC etc.)

Carry out any other tasks as requested by the Supervisor and/or the Branch Chief

QUALIFICATIONS:

• Advanced university degree in social sciences, international relations, public health or social work/policy. • 5 years of relevant professional experience working in humanitarian settings; • Knowledge about Reproductive Health and HIV related issues in conflict/post conflict situations; • Expertise in the area of HIV/Security programming and procedures, particularly with UN peacekeeping missions and/or national armed forces; • Programme development and management experience, including both narrative and substantive reporting to donors; • Partnership development is a critical aspect of the job; • Strong interpersonal skills and skills in development of presentations and training material. • Fluency in English; knowledge of another UN language is an asset
