Context:
Under the overall guidance of the Chief of Mission (CoM) in Kathmandu and the direct supervision of the Head of Sub Office (HoSO) in Damak, and in close coordination with the US Refugee Admissions Program (USRAP) Global Coordinator for technical matters and relevant units at Headquarters (HQs) and the Manila Administrative Centre (MAC), the successful candidate will be accountable and responsible for the management and implementation of the Resettlement Support Centre (RSC) activities/ programmes in Nepal and in other countries under RSC South Asia (i.e. Nepal, India, Pakistan, Sri Lanka, and Afghanistan).
Core Functions / Responsibilities:
Serve as the direct IOM contact in Nepal with the US Department of State, Bureau of Population, Refugees and Migration (PRM) Refugee Coordinators in Kathmandu and Islamabad on RSC related issues; and with the United States Department of Homeland Security/Citizenship and Immigration Services (USCIS) for all RSC South Asia locations.
Manage and supervise the implementation of all RSC activities in Nepal and the South Asia region; including training and technical assistance; ensure effective cooperation between RSC activities and all other IOM units; ensure security, order, and confidentiality of all interactions and transactions.
Oversee implementation of RSC circuit rides within Nepal and the South Asia region.
In coordination with the HoSO in Damak and the COM, liaise with United Nations High Commission for Refugees (UNHCR) on RSC related activities in Nepal and the South Asia region.
Responsible for all expenditures made under the RSC budget; in coordination with the HoSO in Damak, the CoM, Senior Resource Management Officer (SRMO), the USRAP Global Coordinator, and MAC.
Ensure and maintain a high level of integrity consistent with the principles of the organization and the USRAP and follow-up with implementation and monitoring.
Respond to case inquiries and maintain confidentiality of refugee records according to PRM Programme Announcement 2005-1, Revised Guidance on Confidentiality of State Department Refugee Records and RSC Standard Operating Procedures (SOPs) as well as subsequent guidelines and instructions.
Supervise and oversee RSC staff (e.g. administrative, logistics, security, operations, cultural orientation) in Nepal and the South Asia region; ensure performance evaluations are conducted for RSC staff.
In coordination with the HoSO in Damak, bring to the attention of the CoM any non-compliance of staff and other areas of concern; and provide improvements in order to properly support the RSC and integrity of RSC South Asia.
Develop and maintain positive working relationships with all USRAP partners; including US Embassy representatives, Refugee Processing Centre, UNHCR, local authorities, PRM Washington, DHS/CIS and U.S. based Resettlement Agencies; represent IOM in support of RSC South Asia activities.
Prepare reports, briefings, background information, narratives and statistical analysis as necessary and required.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with eight years of relevant professional experience; or
University degree in the above fields with ten years of relevant professional experience.
Experience
Experience in resettlement programmes;
Supervisory/management experience in United States Refugee Admissions Program (USRAP), including significant exposure/experience with RSC or related activities such as case creation, pre-DHS processing, case work, and out processing;
Experience supervising/managing USRAP activities in remote areas;
Sound knowledge of programme implementation and familiarity with IOM’s administrative, financial, and business rules and practices;
Knowledge of Worldwide Refugee Admission Processing System (WRAPs).
Languages
Fluency in English is required. Working knowledge of the local language is an advantage.
