Save the Children: Invitation for biding process to consultancy works in Maluku
Consultant for Final Evaluation of Rewrite the Future (RTF) in Maluku
Location : Maluku Province, Indonesia
Districts - Maluku Tengah, Seram Bagian Barat
and Kota Ambon
Reports to : Program Manager
Time period: 20 working days
Save The Children started its humanitarian assistance in Maluku since
2002 after civic unrest occurred in the area with estimation of 5000
people killed and over 250,000 displaced. While the inter-communal
violence has now abated, and there are positive signs of communities
rebuilding, there remains tension between these communities and a
potential for resurgence of violence. The project initially implemented
to respond children's needs in emergencies through provision of direct
assistance to beneficiaries.
Funded by International Financial Review (IFR) and supported by Save the
Children UK, the project started officially in June 2009 and will be
ended in June 2011. The project is implementing in 45 schools in 3
districts. After 2 years, there is a need to conduct final evaluation of
its performance to ensure implementation and enhancing quality for
better supports in the future.
Aim and objectives of the project are below,
Project aim:
To enable Moslem and Christian children in three districts of Maluku to
enjoy quality basic education in safe schools benefit from better local
and national systems to protect children, and grow up in peaceful
communities.
* Objective 1:
Increase the capacity of at least 1050 teachers and school supervisors
to provide quality education to children.
* Objective 2:
Increase the capacity of 45 school communities to manage and improve the
quality of education in schools.
* Objective 3:
Increase capacity of children in 30 target schools to participate in
actions that affects the quality of education and protection at their
schools.
Objectives of the study
The final evaluation is to:
1. Identify major achievement against intended objectives of the
project.
2. Note any constrains and gaps of the project.
3. Compare the final evaluation results and baseline results.
4. Giving suggestions for the future implementation of the
project.
Responsibilities
In close collaboration with Senior Program Manager and all RTF team
members, the consultant should:
1. Develop the final evaluation proposal including methods and
instruments. This will also include working with project team and
relevant people in developing and agreeing on key final evaluation
questionnaire.
2. Doing both quantitative and qualitative approach in this final
study. The qualitative approach can be interviews with manager, project
officers, and staffs involved with the project. Also, interviews with
program participants and key stakeholders, plus children as the main
stakeholders using child friendly FGD
3. Review of relevant documents.
4. Comparison of project aim and objectives with actual
activities.
5. Directly recruit, manage, train and supervise the enumerators.
Key deliverables
1. Final evaluation proposal need to be submitted for approval.
2. Presentation of the preliminary findings after the completion
of field work.
3. Submission of draft report after data collection.
4. Submission of final report in English within 1 week after
receiving the feedback from Save the Children on the draft report.
5. Data set on SPSS or any analysis software used including
programmed syntaxes and soft copies of the information collected from
the field used for data analysis.
6. Properly filed/archived hard copies of filled-in questionnaire,
transcripts of any discussion and interviews.
Time Line
The consultancy is expected to commence in the start of 23 May 2011 and
be completed by 22 June 2011.

Selection Criteria of Consultant
Core Competencies
* Organization that has experiences in conducting research or
study in social science, education, or any related fields.
* Well developed written and oral communication skills. Able to
communicate clearly and sensitively with internal and external
stakeholders.
* Works with trustworthiness and integrity and has a clear
commitment to Save the Children core values and humanitarian principles.
* Ability to operate effectively under extreme circumstances
including stress and harsh living conditions. Works and lives with a
flexible, adaptable and resilient manner.
* Demonstrates awareness and sensitivity to gender and
diversity. Have experience and the ability to live and work in diverse
cultural contexts in a culturally appropriate manner.
* Is well planned and organized even within a fluid working
environment and has a capacity for initiative and decision making with
competent analytical and problem solving skills.
* Knowledge of current best practice in participatory
assessment, design monitoring and evaluation. Can use all relevant
computer technology
* Have experiences, preferably within Save the Children working
area.
Technical Competencies
* Degree in Social Sciences or related field.
* Demonstrated expertise in conducting assessment, monitoring
and evaluation
* Comfortable interacting with all segments of the affected
population
* Ability to interact clearly and effectively with government
and non-governmental partners and other organisations
* Ability to write a comprehensible report that could be used as
a lesson learnt to move forward and performs better for the communities.
