The Red Cross in Norway has 130000 members and close to 30000 volunteers carrying out activities through the more than 400 offices locally based.

The Norwegian Red Cross is looking for a Water and Sanitation delegate for the Hayan recovery programme based in Balangiga, Samar in the Philippines.

Within the Hayian recovery programme the Norwegian Red Cross works closely with Philippines Red Cross to implement a shelter and sanitation programme.The programme is operating in Eastern Samar where communities have been severely affected by the typhoon and where hundreds of houses have been completely or partially destroyed. Philippines Red Cross (PRC) supported by Norwegian Red Cross is planning to support the self-recovery phase with shelters and sanitary facilities.

The water and sanitation delegate will be responsible for the implementation of the sanitation component for shelter beneficiaries ensuring that the sanitation related activities will have a sustainable positive impact on the lives of those affected by the typhoon.

Main responsibilities
Responsibility for the coordination and implementation of the sanitation programme for the shelterbeneficiaries including the technical and managerial responsibility for the programme to ensure the programme meets its objectives
Support the Philippines Red Cross in the assessments, development and implementation of the sanitation programme in close coordination with the shelter programme delegate and the country representative who has overall responsibility for the operation and will be your line manager
Support the development of strong sanitation capacity within the Philippines Red Cross health department and at the branch
Maintain and develop close partnerships with the Philippines Red Cross headquarters and branches as well as with other relevant RC/RC Movement partners in the Philippines
Ensure that the sanitation programme supports sustainable, appropriate solutions for the targeted population.

Programme level:
Provide guidance and technical support to the Philippines Red Cross to develop a programme integrating PHAST/CHAST and to support the construction of sanitary facilities within targeted communities
Work closely with the shelter delegate to align logistics, volunteer management, approaches and implementation to integrate shelter and sanitation activities
Support the Philippines Red Cross in ensuring community involvement in the design and implementation of the sanitation programme
Meet with stakeholders, and support the collaboration between Philippines Red Cross and local authorities to ensure the sanitation programme is supported widely
Ensure quality control in each aspect of the programme, set up and follow a monitoring system to manage the programme in coordination with the shelter delegate and country representative and participate in quarterly planning meetings and provide monthly reports
Conduct and participate in the technical reviews of the sanitation programme, provide technical feedback and guidance for possible improvements and ensure these are incorporated in the programme
Manage financial aspects of the programme, make regular field visits and ensure resources are efficiently used
Work closely with the Philippines Red Cross counterparts to train and support the Philippines Red Cross staff and volunteers in all aspects of WatSan
Ensure that gender issues are considered in the design and implementation of the programme, that the Sanitation programming is consistent with the shelter programme approach and integrates environmental considerations
Proactively participate and represent Norwegian Red Cross in technical meetings and discussions to ensure that information and lessons learned are shared

Qualifications and Requirements
Higher level qualification in a technical field, preferably water, hygiene and sanitation, water resources management or another related discipline
Minimum of 3 years professional experience in development projects, preferably within the RC/RC movement
Experience using participatory approaches such as CLTS and PHAST
Proven experience in budgeting and budget management
Strong analytical and communication skills and ability to multi-task under pressure and yet remain effective and productive
Excellent interpersonal skills, ability to work with partners and lead a team
Excellent oral and written communication skills, cultural sensitivity, good judgment and commitment to the RC/RC movements principles
Strong computer skills (Word, Excel, Internet, etc.)
Willingness to travel to field sites as required by the project
