Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Background Information - Job-specific

The Myanmar Operations Centre (MMOC) under the UNOPS Asia Regional Office has been established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar and to ensure that synergies between programmes and projects are effectively developed. The MMOCplays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness.

In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced in January 2011.

In August 2013, the UNOPS Myanmar was selected by the Regional Steering Committee for the Artemisinin Resistance Containment Initiative for the Global Fund to Fight AIDS, Tuberculosis and Malaria as Regional Principal Recipients of GFATM regional grant for Greater Mekong Sub-region (Cambodia, Laos, Myanmar, Thailand and Vietnam). The implementation of the grant has commenced since January 2014.

To implement Financial Management of the GFATM grants, MMOC is seeking qualified candidates to the position of Field Finance Assistants – Managed Cash Flow.

Functional Responsibilities

Under the direct supervision of the Associate Finance Officer, Managed Cash Flow and the overall direction of the Finance Officer, Managed Cash Flow and Financial management Officer, the Field Finance Assistant shall be responsible for perform the following duties and responsibilities;

· Manage a significant amount of cash for the implementation of the three National Programmes activities;

· Act as a custodian of a revolving Operational cash advance for the disbursement of the activities implemented by the three diseases National programmes;

· Strong understanding of the quarterly approved Work plan in order to provide effective disbursement for National Programme’s activities;

· Open and operate a bank account for the management of operational advances

· Record all transactions on a daily basis in the operational advances ledger and reconcile the ledger on a monthly basis with the cash in hand and bank;

· Ensure sufficient funds at the field location by requesting for replenishment in a timely manner;

·Ensure full settlement of Operational Advances within 90 days from the date of its receipt;

· Submit monthly financial reports to the Yangon Office by the set timelines. These reports includes but are not limited to: Operational Advances Ledger, Operational Advances Reconciliation Sheet, Cash Control Sheet and bank reconciliation statement;

· Frequently travel to the assigned townships to disburse the funds as per national programe’s approved work plan

· Make reimbursement to nominated drawers under the reimbursement scheme;

· Closely collaborate with the Department of Health Staff to ensure proper understanding of the Managed Cash Flow Standard Operating
Procedures and better working relationships;

· Safe custody of cash and the assets assigned to her/him

· Working closely with the Yangon based Managed Cash Flow team by giving the required information or informing them of operational matters which need a resolution;

· Performs other duties assigned by the supervisor (s).

Education/Experience/Language requirements

Education
University degree is required preferably in finance, accounting, business administration and/ or related area.

Experience
Minimum of 1 year experience in finance, accounting, business administration and/or related fields is required.
Knowledge of UN or UNOPS financial regulations and rules will be considered as an asset.
Experience within the UN system is an advantage.

Language
Fluency in written and oral English and Myanmar language required.
