Philippines-Australia Public Financial Management Program (PFMP) is a joint initiative of the Governments of Australia and the Philippines to improve the efficiency, accountability and transparency in the use of public funds in the Philippines to enable better service delivery. The program directly assists the national government to implement its comprehensive PFM reform agenda that is laid out in the Philippine Public Financial Management Reform Roadmap: Towards Improved Accountability and Transparency. The Philippine Government’s Program Management Office (PMO), located in the Department of Budget and Management (DBM), is responsible for the overall management, monitoring and evaluation of the national government PFM reforms. The PMO is directly accountable to the inter-agency Public Financial Management (PFM) Committee that sets the policies and overall direction of the PFM reforms program.
Coffey International, the Service Provider of PFMP is recruiting a Communications Specialist. The Communications Specialist will be responsible in the development of a detailed communication action plan based on the PFM Program Implementation Plan including the change management and communication strategy; formulation of communication content and materials; organizing of PFM communication events and the evaluation of communication effectiveness. The Communications Specialist is accountable to the PMO Director and will work closely with other PMO personnel and PFM reform stakeholders in a wide range of tasks and activities.
The suitable applicant should have strong knowledge and experience in working in a project implementation environment, preferably supporting reforms in the Philippines. He/She should have experience in working with or coordinating with government agencies, international organisations or donor agencies. The Communications Specialist should have experience in developing, designing and delivery of communications strategies, use of contemporary information, education approaches and systems. Most importantly ability to advise, monitor and evaluate effectiveness of communication strategies and approaches in the context of change management programs supporting the public sector .He/She should have a good research and data gathering for writing news and articles for monthly newsletter and other program information channels.
