OVERALL OBJECTIVES
• To manage day-to-day operations regarding procurement and distribution in camp and urban setting
• To build the capacity of DRC partner organizations for warehousing and distribution
• To ensure compliance with DRC and donor guidelines
BACKGROUND
The DRC has been operating in the Middle East for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes. In addition to the new Jordan programme, DRC has significant programmes in Iraq, Lebanon and Syria and a Regional Office in Amman, all working on issues related to Iraqi or Syrian displacement, as well as Palestinian and Migration issues.
Currently 95,000 Syrians have either registered in Jordan, or are waiting to do so. The Jordanian government estimates that an additional 100,000 Syrians are living in Jordan illegally and choosing not to register with the authorities/UNHCR. Of this population, approximately 25,000 reside in Za’atari refugee camp, with the remainder either being hosted by Jordanian friends and relatives – or paying commercial rent.
Significant protection and shelter/NFI issues have been identified as priorities over the coming winter months, but DRC intends to develop a more holistic approach to the Syrian crisis- recognizing the need to increase protection and self-reliance amongst the population whilst reducing the impact on the hosting communities.
DRC is currently implementing projects aiming to provide capacity building to the appointed NGO by the Jordanian Government to manage the Zaatari camp in Mafraq Governorate and to provide the appointed NGO with a contingency stock of winterization materials.
DUTIES
• Serve as a DRC focal point on all matters related to winterization procurement;
• Ensure procurement is carried out in accordance to DRC and donor-specific guidelines;
• Oversee the procurement all necessary items for programs (direct or through parnter organizations) in a timely manner;
• Ensure that all materials purchased are of appropriate quality and price;
• Coordinate procurement, storage and distirbution with partner organizations;
• Build parnter NGO’s distribution capacity through technical assistance and coaching;
• Analyze data to monitor performance and plan improvements;
• Assist the program team in identifying partner and beneficiary needs;
• Monitor procurement related budgets and track expenditure;
• Update program staff on status of procurement and maintain regular contact with supervisor on matters of procurement;
• Oversee the work of the Senior Supply Chain Officer; and
• Perform other duties as required by the Senior Program Manager.
QUALIFICATIONS
• University Degree in logistics, procurement or business administration.
• Minimum of 4 years professional experience in procurement, preferably with an INGO.
• Work experience on donor funded projects is an asset.
• Possession of a valid international driving license is an asset.
• Strong command in Arabic and English, both writing and speaking.
• Able to be flexible work under pressure, able to multitask, excellent team player and able to work in a multinational environment.
