Project/Proposal Summary:

MSI is looking for a Governance Specialist for an upcoming United States Agency for International Development (USAID) funded local governance and citizen participation activity in Mindanao, the Philippines. The project will focus on strengthening municipal government capacity and community involvement.

Position Summary: The Governance Specialist will support the initiatives of regional and local government units to strengthen the planning, management, and service delivery skills of government personnel. This position will be based in Mindanao.

Responsibilities: The Governance Specialist will be responsible for: • developing a capacity building strategy and programs in consultation with government officials; • managing a capacity building and technical assistance program; • recruiting and supervising consultants and trainers;

• building partnerships with government training institutions in the Philippines, and directly providing technical assistance support to government priority initiatives.

Qualifications: • An advanced degree in public administration, political science, financial management, or a related area is preferred • Experience in designing or managing regional and/or local governance capacity building, training, and technical assistance programs • Previous experience in GRP regional or local governance; previous experience in and knowledge of regional and local governance in Mindanao preferred • Previous experience in a USAID-funded governance program or one funded by another international donor preferred • Strong English public speaking and writing skills
