Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:

-Emergency livelihoods : Essential Household Items (EHI)/Non-food items (NFI) kits distribution and/or cash transfer programs
-Management and distribution of humanitarian assistance: land transportation, storage, post-shipment of essential items or food supplies
-Camp management and arrangement of the voluntary repatriation of these people
-Water, Sanitation and Hygiene (WaSH) : access to drinking water, to sanitation and hygiene promotion
-Sheltr and community construction: emergency shelter and settlement, accessible community infrastructure and individual transitional shelters construction/rehabilitation
-Functional and physical rehabilitation
-Psychosocial support
-Inclusion and accessibility to ensure the needs of persons excluded from services, and in particular the needs of persons with disabilities or persons with injuries, are better addressed in the provision of humanitarian assistance

MISSION CONTEXT

The unrest in Syria began in the southern city of Deraa in March 2011 and the military crackdown failed to stop it, instead triggering anti-government protests in other towns and cities across the country, including Baniyas, Homs, Hama, Idled, Aleppo and the suburbs of Damascus. The Syrian authorities have responded to anti-government protests with overwhelming military force since they erupted. The Government of the Syrian Arab Republic Humanitarian Assistance Response Plan estimates that 1 million people are in need of humanitarian aid, among which, those located near areas subject to armed hostilities, people relocated due to the unrest, host communities and those affected by the general economic impact of the crisis.

The current situation in Jordan is volatile and changing with an important variation in refugee arrivals. Refugees are settling in majority in community but Za’atari camp currently hosts an estimated 80,000 refugees. A contingency camp has been setup in Asraq but it is not yet operational (opening estimated for the 30th of April). Border control seems to be tighter than in the early period of the conflict but hundreds of people continue to arrive on a daily bases including many injured.

PROGRAMME OBJECTIVES

The HI Emergency Response department launched a regional emergency intervention for the most vulnerable people affected by the Syrian crisis started beginning of May 2012, both in north Jordan and Lebanon. This intervention is conducted following 2 main axes:

1 - Ensure that refugees with injuries have access to essential rehabilitation and complementary services and therefore avoid developing further impairments and vulnerabilities, both at secondary level- Tripoli and northern Jordan- and community level -Bekaa Valley in Lebanon and northern Jordan

2 – Ensure that the most vulnerable people affected by the Syrian crisis and their families see their vulnerability reduced and are better able to cope with the situation through the better coverage of their basic and specific needs -Bekaa Valley in Lebanon and northern Jordan.

In Jordan HI has setup two bases in Mafraq and Irbid and is providing direct services both in camps and communities as well as in hospitals. HI is currently expanding its activities on these two bases with the introduction of a cash response component, reinforced rehabilitation services through fixed points and is also looking to expand its activities in Amman

Activities in Jordan

1.Provision of essential rehabilitation and other essential services to injured persons in hospitals and fixed centres

2.Improvement of identification of the most vulnerable persons with uncovered needs and individualized support in the response to their needs/such as physical rehabilitation services and psychosocial support

3.Provision of unconditional cash assistance support to the most vulnerable persons affected by the crisis

MAIN TASKS OF THE EXPATRIATE

Based in Amman, under the line-management of the Services Support and Compliance Coordinator, you will be responsible for:

Assist in proper filing and information sharing regarding all legal aspects, official guidelines/regulations and all specific aspects necessary to ensure internal and external control of mission process

Contribute to the implementation of the Cost-Efficiency regular up-date

Assist the organization in preparation of requested documentation toward local authorities

Assist SSCC on internal control of the respect of financial, HR and logistics process at Coordination and base level

Facilitate the overall document filing of the mission, assisting that mission archives are regularly and properly sent to HQ

Assist the organization in preparation of requested documentation to ensure TAX exemption

1.FINANCE

You facilitate the finance department in training of Admin/Finance Officers for new accountancy software NAVISION and other accountancy related aspects

You assist the finance department for the implementation of new working tools which could

allow better control on financial matters

MAIN TASKS OF THE EXPATRIATE

2.HUMAN RESOURCES

•You assist the HR Coordinator in creating a training policy for HI Jordan team related to capacity building and nationalization

•You update the organisational Charts of Mafraq, Irbid and Amman bases in link with all HR officers

•You support the HR Coordinator in technical aspects of the HR Database

3.LOGISTIC

•You assist the logistic department on complete revision and filing of purchase folders

•You assist the Logistic Coordinator on revision of logistics procedures at Coordination and Base level, based on existing internal procedure and check lists

4.REPORTING

Contribute to the monthly situation report (SITREP) of the mission

Provide regular reporting to your line-manager upon his/her solicitation

Provide the SSCC with end of mission report at the end of your contract

PROFILE REQUIRED

Degree/Master in Management and Administration or related field

At least 2 years of professional experience

Previous experience with Handicap International at HQ or field level is mandatory

Strong communication and organisational skills

Strong knowledge of excel/advance excel software

Knowledge of NAVISION software would be a strong asset

French and English mandatory (oral and written)

Duration: 6 months from 15.10.2014 renewable
