Mentoring & Training Program Manager
Our client is a multinational training and capacity building organization, and are seeking an experienced Program Manager to lead a deployable EOD-IEDD team for mentoring and training services. This full-time, contingent position will be based in Gao, Mali. The position is offered initially on an 8.5 month contract. There is a possibility of two one-year extensions to the contract but they are not yet funded by the end client.
The EOD-IEDD Mentoring and Training Program Manager will manage a team of over 20 highly training EOD-IEDD specialists who will support a United Nations Mine Action Service program to provide aid to the country of Mali for addressing explosive threats.
Members of the team will provide continuous training and will deploy on operational activities to 6 locations in northern Mali.
The Program Manager will be the primary interface with the customer in-country and will direct his / her team and its teammates to provide timely, highly quality services.
The Program Manager and their team will be completely self-sufficient and our client requires a Program Manager who can work autonomously to manage an extensive organization to meet a complex set of requirements.
Specifically you will create, maintain, and implement detailed plans and schedules, including a program management plan, a staffing plan, a logistic plan, an equipment maintenance plan, and an emergency response plan.
You will plan and co-ordinate staff assignments and rotations in concert with underlying logistics support activities.
You will manage to cost, schedule, and performance goals.
You will ensure compliance with all contractual requirements, laws and regulations, and corporate policies.
You will establish, maintain, and promote clear lines of communication between all parties, including the customer, corporate management, and subcontractors.
You will report on status through formal written reports and oral briefings.
You will manage risk though the creation and pro-active implementation of a risk plan.
You will manage and promote a quality management plan.
Finally you will establish and maintain a congenial and engaged organizational culture to promote high quality performance and staff satisfaction.
To meet this unique challenge, you will be an accomplished French speaking Program / Project Manager with experience of managing projects involved with EOD/IEDD mentoring and training, ideally with part of your experience having been gained in Africa.
You should some experience in technical co-ordination of EOD/IEDD mentoring and training activities.
Ideally you will possess a Bachelor’s degree in an engineering or related discipline.
You should have documented experience of at least 5 years in project management and ideally possess standard project management certification, either PMP or PRINCE2 Practitioner.
You should have knowledge of project management tools.
Ideally you will have had some training in a formal quality management system.
Ideally you will have experience in fiscal accountability.
You should be able to balance a complex set of requirements yet show a degree of flexibility to respond to changing customer needs.
You should be fluent in English and have intermediate written and spoken skills in French.
Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
Finally you should possess a Drivers Licence and be PC literate.
