The role

The DFID Education MEAL Manager will work closely with the Senior Programme Manager - Education Consortium, MEAL Advisor, programme managers and the Norwegian Refugee Council (NRC) to review, implement and maintain an effective monitoring & evaluation system, including beneficiary accountability and learning mechanisms for a large, complex and innovative DFID supported education project working across 5 states in South Sudan. The post-holder will also be expected to contribute towards implementation of the MEAL system as per the MEAL framework for South Sudan. The incumbent will ensure that education programming and reporting is based on evidence of good practice in line with organization strategies and international quality standards.

This role is a key part of the DFID-funded Alternative Education for all programmes that cover five of the ten states in South Sudan. The large, multi-faceted programme is implemented by Save the Children in a consortium with the Norwegian Refugee Council, and this role has the responsibility for ensuring quality and coherence in the M&E across both agencies. The post is the main link to the donor on matters relating to monitoring and evaluation; and will also be expected to work on building capacity of the field office teams.

Qualifications and experience
Advanced degree in a discipline relevant to international development, international affairs, education, M&E, etc.
At least 2 years' experience in :
PME design and implementation
Participatory assessment & monitoring
Data processing & analysis
Training & capacity building
Education-related M&E
Demonstrated experience in design and management of large-scale external and internal evaluations and consultancies
Excellent communication & facilitation skills
Strong Microsoft Excel skills
Good contextual knowledge related to civil society/community assessment
Ability and willingness to travel extensively to the field sites and work independently sometimes in harsh environments, difficult and occasionally in insecure environments
Ability to work independently, manage multiple tasks simultaneously, and meet tight deadlines
Fluent in spoken and written English
Commitment to realizing child rights
Commitment to Save the Children values

Desirable
Knowledge of SPSS and Microsoft Access
Experience working in horn/East Africa region
Experience in promoting children's participation in programme implementation & monitoring
