Proposal Summary:
The Resilience Learning Project, a five year project managed by the USAID/East Africa mission, will be a key component of USAID’s expanding portfolio in the drylands of the Horn of Africa. This project is linked with several multi-layered, multi-institutional initiatives to build resilience and growth, and to break the accelerating cycle of droughts and humanitarian emergencies. The Resilience Learning Project will develop linkages with projects and strategies supported by regional and government agencies and other donors to expand the base from which knowledge and lessons are gathered. Its objective is mutual learning and knowledge management among partners, which will lead to a supportive policy environment and more effective programming on drought resilience and growth.
Position Summary:
The COP shall be responsible for leading and managing the Resilience Learning Project. The COP will define and manage overall contract requirements, including staffing and cost and quality control of all tasks and assignments. The COP shall receive technical direction from the USAID Contracting Officer's Representative (COR), and receive technical support and guidance from the project Technical Director based at MSI headquarters. This will be a full time, five year position based in Nairobi with travel throughout the region.
Responsibilities:
• Provide overall management and direction of the project, and ensure that it achieves its objectives and outcomes, including the integration of a strong gender perspective and the implementation of USAID’s Collaboration, Learning and Adaptation approach.
• Ensure effective capacity building, mentoring and performance management.
• Establish good practice management and business processes and procedures, including planning, reporting, procurement, financial management, contracting and administration and ensure that they are carried out effectively.
• Build collaborative relationships with USAID and other stakeholders, including participating governments, development partners, NGOs, and the private sector.
• Represent MSI and the project at meetings, conferences and other forums when required.
• Interact professionally with senior Mission, partner organizations, and government officials.
Qualifications:
• A minimum of 15 years of relevant experience, preferably a significant amount in international settings in planning, coordinating and driving complex monitoring, evaluation, organizational learning, and capacity development efforts.
• A minimum of a Master’s degree in an appropriate field, such as applied Social Sciences, Organizational Sciences such as Industrial/Applied Psychology, Development Economics, or Management and Evaluation.
• Demonstrated leadership, strategic thinking/planning, management, and presentation skills.
• The ability to establish close relations for pursuing organizational learning with USAID’s Eastern Africa resilience programs (IGAD IDDRSI work, Feed the Future, AU-IBAR, etc.).
• Significant expertise in M&E, and knowledge of USAID’s Collaboration, Learning and Adaptation (CLA) approach.
• Oral and written communication and presentations skills in English.
