TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

ERP Delivery Manager (Consultant), Jordan

BACKGROUND

UNRWA is implementing a new Enterprise Resources Planning (ERP) system that will fully support the needs of the Agency and enable the effective management of human, financial and physical resources.

The ERP SAP system implementation project has a defined 2 year implementation timeframe. The new system will cover the core business areas of finance, procurement, inventory management, grant management and human resources, and is expected to be completed by Dec 2014.

To ensure the tight delivery schedule is achieved the project is seeking to hire an external specialist for the role of the ERP Delivery Manager.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Director as part of the Solution branch of the project team, the SAP Delivery Manager will be managing the successful delivery of the SAP solution. The Delivery Manager must have the ability to drive and influence the Solution team performance towards reaching project objectives without direct reporting line control by:

• Ensuring that the plan put together by the business area and data migration stream leads, in conjunction with UNRWA’s system integrator, is sound, complete, and feasible to deliver; • Ensuring that the connected project work plans, schedules, resource plans and status reports are prepared, executed, and monitored appropriately by all the solution team members; • On-going tracking and maintenance of plan progress in coordination with the System Integrator PMO; • Supporting the Project Director in ensuring the project plan execution and milestones achievement, coordinating the Stream leads and the cross functional activities; • Where applicable, facilitating the resolution of solution design and integration issues; • Actively working with project stream leads to resolve issues causing delays in task completion; • Highlighting and working to resolve critical path issues that impact the achievement of key milestones; • Synchronizing the overall UNRWA plan with changes and other updates from the System Integrator; • Working actively with the Deployment branch of the team to ensure mutual interdependencies are fulfilled.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE

• University degree in computer science, engineering, management of information systems or a related discipline; • PMP or equivalent project management professional certification will be an asset; • At least 10 years of experience in ERP projects in the roles as defined above; • Minimum 2 large-scale ERP projects performing a similar or higher project management role; with a strong preference for SAP projects; • Work experience in the UN system will be an asset; • Excellent command of written and spoken English.

• Proficiency in coordinating workplans and activities; • Demonstrated ability to communicate effectively both orally and in writing in a multi-cultural environment; • Proven ability in establishing effective internal and external work relationships at all levels; • Ability to identify client needs and to provide solutions; • Ability to work under difficult conditions.

DESIRABLE QUALIFICATIONS

• Working knowledge and experience of the Agency’s operations in the Middle East, and knowledge of Middle Eastern culture; • Working knowledge of written and spoken Arabic will be an asset.

CONDITIONS OF SERVICE

 Duration of the assignment: 12 months (renewable- subject to funds availability).  The consultancy fee (all inclusive) will depend upon the candidate's qualifications, experience and the level of expertise (starting at USD 13,500 monthly rate). In addition, the Agency will provide the consultant/contractor with a round trip ticket from the place of recruitment. Conditions of employment include:  Employment as an “Individual Contractor”;  Working schedule complies with the Agency’s policies including the recognized official holidays;  Annual leave of 2.5 working days per month (that can be accumulated and taken as per consultant’s needs, however there will be no payment in lieu of the accrued annual leave at the end of the assignment);  Agency will assist in obtaining labour and residency permits for the period aligned to the contract.
