Background: Project for Local Empowerment The IRC has recently commenced the USAID-funded Project for Local Empowerment (PLE), which works to build the technical, management, and leadership capacities of community-based organization (CBO) partners to deliver efficient and effective health, education, legal, and protection services, and distribute food and cash transfers, for displaced people from Burma in Thailand-Burma border areas. PLE also directly addresses the legal and policy environment in Thailand that creates roadblocks for Burmese seeking to access their rights, through advocacy and other interventions. Border Health Workforce Accreditation A large number of skilled and committed health personnel work with community-based organizations and non-government organizations to provide health services to populations of displaced Burmese in areas along the Thailand-Burma border. Many humanitarian organizations and donors have invested significantly in the establishment of this workforce. Recent democratic reforms and ceasefire agreements between the Government of Myanmar (GOM) and non-state armed groups have raised the prospect of a possible return and repatriation of internally displaced persons and refugees in the future. The extensive border health workforce has a key role to play in the provision of critical health services in Burma/ Myanmar in the event of a return and repatriation. In the event that return and repatriation becomes possible, community-based organizations may seek to work collaboratively with the Burma/ Myanmar state and national level health agencies. Individual health workers may seek employment within the health system, or with local or international humanitarian organizations. However, to date there is no standardized certification of the skills of the border health workforce. On an organizational level, community based organizations are concerned that their technical capacities may not be recognized. On an individual level, health workers are concerned that their skills and experience may not be recognized. In order to facilitate the integration of the border health workforce, both on an individual and organizational level, it is necessary to establish a process for the standardized accreditation of the skills of border health personnel. Duration: 25 working days (estimated, to be agreed with consultant) Objectives: The objective of this consultancy is to conduct research required to establish an effective and efficient process for the accreditation of the skills of border health personnel that enables individuals to gain employment in the health sector in Burma/ Myanmar, and organizations to work collaboratively with the Burma/ Myanmar state and national level health agencies. Responsibilities and specific tasks: The specific task of the consultant is to conduct research that explores in detail the following issues: • Determining the skill sets required for key relevant functions within the Burma/ Myanmar health system; • Making a preliminary determination of the current ability of border based health workers to satisfy the requirements of those skill sets; • Ascertaining what form(s) of certification would be required to enable border based health workers have their skills recognized in Burma/ Myanmar, so that individuals may gain employment in the health sector, and organizations may work collaboratively with the Burma/ Myanmar state and national level health agencies; • Making a preliminary determination of the feasibility of facilitating the necessary form(s) of certification for border based health workers; and • For skill sets that would not be met by a significant proportion of the border health workforce, determining what further training would be required to satisfy those skill sets, and what certification would be required of that training to promote transferability. Note: In their applications, candidates must describe their proposed methodology for conducting this research, with a specific focus on how they would ascertain what form(s) of certification would be required to enable border based health workers have their skills recognized in Burma/ Myanmar. Deliverables: The primary deliverable for the consultant will be a report detailing: • the skill sets required for key relevant functions within the Burma/ Myanmar health system; • an assessment of the current ability of border based health workers to satisfy the requirements of those skill sets; • an analysis of the form(s) of certification that would be required to enable border based health workers to have their skills recognized in Burma/ Myanmar, and work in the health sector (that is, from what academic institutions, or medical associations, etc); • an analysis of the feasibility of facilitating the necessary form(s) of certification for border based health workers, including as a result of consultation with all key stakeholders; and • a description of the process recommended to facilitate the necessary form(s) of certification, including all details such as institutions involved, training requirements, eligibility, locations, estimated costs, etc. Qualifications: • Medical degree and masters degree in public health or related field; • Minimum of ten years’ experience working in humanitarian and/or development assistance health programs; • Demonstrated expertise in health research and training programs; • Experience working in the context of refugee repatriation preferred; • Experience and knowledge of Thailand-Burma border based health services, including knowledge of the range of humanitarian and other actors operating in that environment, an asset; • Experience and knowledge of the Burma/ Myanmar health system preferred.

Skills and language: • Excellent written and verbal communication skills and able to write quality reports. • Demonstrated ability to effectively interact with a wide variety of stakeholders. • Excellent English comprehension and ability to write clearly and professionally.
