Tetra Tech ARD is currently accepting expressions of interest for the Grants
Program Coordinator - Jakarta on our USAID Indonesia Forestry and Climate
Support Project (USAID IFACS). USAID IFACS seeks to reduce the threats of
deforestation and climate change, and help the Government of Indonesia (GOI)
conserve the country's tropical forests, wildlife, and ecosystem processes
(including carbon sequestration). It will have activities in three regions:
Papua, Kalimantan, and Sumatra, and each region will be broken down into a
primary and associate landscape.
Grants Program Coordinator will develop and maintain an organizational
capacity program to orient USAID IFACS staff and train local organizations
in all aspects of grants development and management. The role of the Grants
Program Coordinator is to strengthen local organizations' capacity to
prepare, submit, revise, manage, comply with environmental regulations, and
monitor and report on grants. S/he will support regional staff to provide
oversight in the development and implementation of grants. The Grants
Program Coordinator will focus on developing the institutional capacity of
local NGOs to be successful partners to the implementation of USAID IFACS
project and is oriented toward building capacity with Indonesian civil
society in support of USAID FORWARD.
MAIN RESPONSIBILITIES AND TASKS:
1. Provide the leadership and guidance needed to connect grants as
tools for project implementation, and in support of regional IFACS
programming themes and project objectives;
2. Lead the development and execution of an organizational capacity
program to train local organizations in all aspects of grants development
and management;
3. Work closely with IFACS component leaders and technical specialists
in USAID IFACS regional offices to ensure that grant concepts, grant
proposals, and grant management are closely linked with the Project's GMP,
PMP, and annual work plan;
4. Develop and maintain a strong team approach to grants under contract
in association with the Project's Grant's specialist and the administration
of grants;
5. Support USAID IFACS regional teams in Kalimantan, Aceh and Papua to
develop technical terms of reference for Requests for Applications that will
contribute to USAID IFACS overall program goals (project goals, objectives,
expected results);
6. Work with USAID IFACS regional teams and USAID IFACS Grants
Specialist and Communications Specialist to develop and execute a public
relations, branding and communications program for grant recipient in each
region;
7. Provide program description text for inclusion into the Negotiation
Memorandum by summarizing grantee final proposals. Prepare project summary
of final proposals. Edit final proposals as necessary;
8. Coordinate and conduct site visits to regional teams and grantees to
ensure grant management compliance as well as grant mentoring is in place;
9. Assist regional teams with the review and management of grant
monitoring and reporting;
10. Extensive travel to USAID IFACS regional offices in Kalimantan, Aceh
and Papua;
11. Performs other duties as assigned to support USAID IFACS program
objectives.
QUALIFICATIONS (MINIMUM REQUIREMENTS):
Education
:
University degree in management, or similar field (relevant experience and
another university degree may substitute for the degrees mentioned).
Work Experience
:
1. Minimum of 10-15 years' experience in an equivalent position
providing capacity building support to non-governmental organizations in
program development and management key.
2. Experience using and managing grants in support of rural
development, livelihoods, forest conservation, climate change, and outreach
an advantage. Strong project management experience that combines technical
subject matter and adult education/non-formal education skills is an
advantage.
3. Experience working in a similar position for an NGO or an
international organization is preferred. Prior USAID project experience
preferred.
4. Must also have the ability to work effectively in a fast-paced,
stressful environment.
5. In addition, must be flexible, willing to perform other duties and
work irregular hours.
Skills :
1. Solid knowledge of project management, including grants management. Background in natural resource management preferred.
2. Exceptional written English language skills (equivalent to native English speaker). Excellent spoken English language skills.
3. Excellent organizational skills (multi-tasking) and high attention to detail.
4. Demonstrated interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
5. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams and grant recipients.
Languages :
1. Native fluency in spoken and written Indonesian.
2. Professional competency in spoken and written English.
General :
1. Strong coordination and team playing skills.
2. Strong written and verbal communications skills.
3. Demonstrated ability to work with multi-disciplinary teams.
4. Ability to engage in activities occurring in multiple field sites with multiple stakeholders across Indonesia.
5. Willingness to travel extensively in Indonesia.
