About the role
In 2011, with significant funding from AusAID, Save the Children Australia commenced its largest project to date in Afghanistan: Children of Uruzgan (CoU). CoU is a four year program aimed at enhancing access to, quality and use of basic health and education services for children and their families in the six districts of Uruzgan Province, Afghanistan. The program supports an estimated population of 300,000 beneficiaries, with a particular focus on women and girls, ethnic minorities and those in remote and underserviced communities. The program covers two areas of integrated programming: basic education, and basic health including maternal and child health (MCH).
SC integrates its programming with the goals and objectives of the relevant Afghan government ministries, ensuring a coordinated and sustainable approach to basic service provision. SC also has strong existing relationships with international organisations, and coordinates with UNAMA which has oversight of all UN activities.
The Policy and Research Manager will be responsible for the achievement of the fourth intermediate result of the CoU Project: Policy and Research - conducting research to support and inform on-going policy and programming in maternal and child health and basic education in Afghanistan and within academic institutions globally.
The Policy Research Manager will have responsibility for the following specific objectives:
• Establish academic links between the Afghanistan Research and Evaluation Unit (AREU) and academic institutions in Australia and across the world providing the opportunity to design and conduct operational research in the areas of MCH, nutrition and basic education • Document program interventions and best practice and present and share evidence of interventions with key stakeholders including governments, donor organisations, working groups and other partner organizations • Establish linkages and enable information gathered through this program to support SC’s global campaigns
With a split working arrangement between the Melbourne office and the Kabul and Uruzgan offices, this role will be a key position within the Children of Uruzgan program. With dual reporting lines to the Chief of Party (Kabul) and accountabilities to the Program Manager (Melbourne), the success measures for this role will lie in key stakeholder management, the ability to effectively manage research programs from end to end and the ability to support the production of high-quality written materail and reports.
About You
To be shortlisted for this role, you will possess the following attributes:
• At least five years of experience in program management, including at least 3 years in a conflict environment
• Demonstrated experience in project management, including the development of work plans & budget management • Highly developed research management skills (budgeting, management of researchers, ensuring quality research) • Effective written and communication skills • Experience in developing and managing stakeholder relationships (particularly in the academic sector) • Demonstrated experience and expertise working in a cross-cultural environment • Experience in challenging and insecure environments • Experience, knowledge and understanding of the social, political and cultural context of Afghanistan is essential
