Chief of Party, Afghanistan

We are currently seeking a Chief of Party for an ongoing multi-year USAID-funded program in Afghanistan, Incentives Driving Economic Alternatives for the North, East, and West (IDEA-NEW). The IDEA-NEW Program aims to increase licit and commercially viable value chains in agricultural and other related industries for rural Afghans with the goal of significantly reducing and ultimately eradicating poppy production by focusing on activities that promote income generation and job creation. Working to grow viable agribusinesses and value chains, IDEA-NEW facilitates connections between producers, traders and buyers through market information activities and sales promotion in the following sectors: staple crops (wheat/oilseeds), viticulture, orchard production, silk production and karakul.

Responsibilities: • General Management: Manage the overall program and program deliverables, including compliance with USAID rules and regulations; supervise monitoring and evaluation staff. • Financial Management: Oversee financial accounting of project activities with accounting staff; work with headquarters staff on development of budgets, pipeline analyses and estimated income projections from monetization. • Agricultural Productivity and Market Linkages: Design, develop and implement strategies to improve agricultural productivity and increase rural household incomes. Work with farmers and producer groups to create new and/or diversified market linkages. • Monitoring and Evaluation: Oversee and ensure timeliness of monitoring and evaluation activities. Develop necessary reports for donor and ACDI/VOCA management; manage the final evaluation process. • Reporting: Coordinate activities and prepare annual results report, resource requests, quarterly reports and pipeline analyses; coordinate with headquarters on development of profiles, success stories, etc. • New Business: To the extent possible, upon request of ACDI/VOCA, assist in the design and development of other ACDI/VOCA projects in Afghanistan or other countries.

Qualifications: • Master’s Degree in a relevant technical field required. • Minimum 8 - 15 year’s management experience on international development projects. • Experience with development efforts in Afghanistan strongly preferred • Strong implementation management track record required.
