BACKGROUND:
The Islamic Republic of Afghanistan represented by the Ministry of Agriculture, Irrigation & Livestock has received a grant from the Afghanistan Reconstruction Trust Fund (ARTF) administered by The World Bank towards On-Farm Water Management Project (OFWMP) and intends to apply part of the fund to cover the eligible payments under the Individual Consultancy Services contract for Financial Management Specialist (FMS - International Consultant).
The overall development objective (PDO) of the OFWM Project is to assist farmers to adopt improved farm practices that increase agriculture production and productivity.
Component A: Establishment of 5 OFWM project areas in Herat, Bamyan, Jalalabad, Mazar-i-Sharif, and Kabul comprising of total of 52,000 ha. This component contains three sub-components. Establishment and/or strengthening of Irrigation Associations in order to enable them to assume their role in operation and maintenance (O & M). Improvement of the physical irrigation infrastructure to reduce system water losses and facilitate equitable water distribution. Dissemination of improved water saving techniques including (a) more efficient irrigation methods, (b) more efficient water distribution systems, (c) agronomic water saving measures Component B: Strengthening MAIL’s Capacity in OFWM at the national, provincial and district levels in the project areas. Component C: Project management, implementation and coordination.
The project is started in March 2011 for a 3-year period and was preceded by a 9 month preparation period that started in June 2010, with the following outputs: (a) Selection of project areas and project sites (175 irrigation schemes) for project implementation (b) Reconnaissance/socio-economic surveys of selected irrigation schemes at two of the five sites (c) development of an Environmental and Social Management Framework (ESMF) (d) Formulation of a detailed Project Implementation Plan, and (e) development of draft procurement and financial management manuals.
SUMMARY OF ASSIGNMENT
The Financial Management Specialist (FMS - Int’l Consultant) will support the Program Support Services Office in the areas of Finance. The FMS will be responsible for the development and implementation of systems and procedures in Finance, vital for smooth running of the office.
DETAILED RESPONSIBILITIES OF ASSIGNMENT
• Support and assist the Program Support Services Office to ensure the Finance units are performing exceptionally at all times to support and facilitate the operations of OFWMP to implement program activities. • Assist finance team with overall developing, planning and managing of financial management activities/financial budget related to the project • Develop and Organize a computer based financial and accounting information system • Responsible for relationships, liaising, and reporting to donors for program support and service issues; • Coordinate the activities with other Offices/Units/Provincial Offices of OFWMP • Review and contribute to the development of work-plans and staff job descriptions of the Finance units. • Contribute to the ongoing development, review and revision of the policies and procedures of OFWMP • Focusing on the Finance units in the OFWMP and contributing to other units when necessary; • Contribute critically to financial planning (fund flow forecasting and budgeting), financial reporting and monitoring, and implementations of financial systems and procedures by working with the manager of the Finance Unit ; • Support the OFWMP in the preparation for, facilitation of, and responding to, audits and reviews; • Contribute critically to the development and implementation of administrative systems and procedures, for example asset and other inventories; • Develop a program of professional development training of the staff of the Finance unit in the OFWMP • Provide on the job technical and management training to the Finance Unit; • Perform other duties as may be assigned by the Project Director of OFWMP.
KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES REQUIRED
Knowledge/Experience
a. Professionalism – a highly developed understanding of the management of the implementation of activities and general operations of development organizations – significant experience (10 years and more) and knowledge of: i) budgeting and finance; and ii) administration operations - experience and ability to represent an organization to external stakeholders including donors, Government of Afghanistan (GoA), and other development agencies - demonstrated ability to apply good judgment in the context of assignments given – extremely high level of discretion; b. Planning & Organizing - Ability to plan own work and manage conflicting priorities; c. Management – Ability to manage staff and contribute to the skills development and capacity building; d. Experience in Afghanistan, especially with the GoA financial systems and procedures, will be highly regarded. e. Experience with World Bank funded projects financial management systems and procedures required.
Qualifications/Skills a. Recognized professional accountancy qualification; b. Good communication (spoken and written) skills, including ability to explain and present program support services-related information/requirements and prepare written documents/communications in a clear, concise style; c. Highly developed computer skills using Word, Excel, PowerPoint, Internet and accounting software. d. Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; e. Excellent skills in English (listening, reading, writing, and speaking) required; Abilities a. Ability to communicate effectively with persons of various cultures and disciplines; b. Ability to determine and review priorities and meet deadlines; c. Ability to multi-task and work under pressure; d. Ability to work independently and also as an effective team member;
REPORTING RELATIONSHIPS Reports to OFWMP Project Director and is accountable to PICU Senior Management
Period of Assignment: The assignment is for 25 months and may be extended if required. OFWMP now invites eligible individual consultants to indicate their interest in providing the above mentioned services.
