PROGRAM/ DEPARTMENT SUMMARY:

Mercy Corps has been present in Guatemala since 2001, tackling issues such as food security, health, hurricane disaster relief, land conflict resolution, horticulture value chains, and sustainable income generation. Our projects mainly work with indigenous populations in the northern and Western Highlands where services are generally limited, literacy rates are low, and more than half of the children suffer from stunted growth due to malnutrition There is currently a fulltime Country Director, Deputy Country Director, several Program Managers, and a total staff capacity of about 215 mostly national staff. We are recruiting for the position of Deputy Chief of Party in anticipation of a new five-year MYAP focused in the Western Highlands.

GENERAL POSITION SUMMARY:

The Deputy Chief of Party (DCOP) is the senior management position for the upcoming Mercy Corps MYAP management team and will work in the Feed the Future area of the Western Highlands, with supervisory and managerial responsibility over all aspects of program implementation and staff development. S/he works closely with the Project Director to develop and carry out the vision for project implementation. The DCOP assists and advises the Project Director in the day-to-day activities as well as long term strategy planning. This will include needs assessment, staff management, training, program development and planning and financial management. The DCOP will engender a collaborative team spirit focused on achievement of the project’s goals.

ESSENTIAL JOB FUNCTIONS:

Strategy and Vision
Attain program goals and objectives in close collaboration with the Chief of Party through the development, implementation, reviews, presentation and management of strategic plans, programs and projects by personal application and delegation of responsibility.

Program Management
Monitor program implementation, measure impact and calibrate program strategy and implementation.
Work closely with strategic partners and sub-grantees to ensure activities targets are met.
Ensure fluent communication channels, a timely reporting schedule and that program objectives are verifiably achieved.
Ensure proper logistics, administration, human resources and transport needs of the program are conducted within MC policy and with the maximum benefit to the program.
Ensure commodity tracking and food distribution activities are in compliance with USAID FFP Regulation 11.
Oversee the program filing system and ensure that information is organized according to the reporting and auditing needs of the program. Ensure required levels of confidentiality.
Coordinate with the Technical Support Unit (M&E, Nutrition and Adult Education/Training of Trainers/Behavioral Change Communications) to ensure that technical aspects of the program are effectively integrated into the program at the field level.
Conduct him/herself both professionally and personally in such a manner as to bring positive recognition to Mercy Corps and to not endanger Mercy Corps’ humanitarian mission.



Team Management
Build, in close collaboration with the Chief of Party, the program team’s capacity for a facilitative approach to develop within transitional environments.
Coordinate closely with human resources and relevant administrative and finance staff to ensure proper logistics, administration, human resources and transport needs of the program are conducted within MC policy and with the maximum benefit to the program.
Assist the PD in managing the recruitment and training of program team members so that they are of the quality and capacity for successful implementation of activities.
Monitor and advise on staffing needs throughout the program.
Ensure evaluations and disciplinary measures are made, as necessary according to MC policy.
Provide direct and ongoing supervision and managerial support to the program team.



Representation
Support all efforts towards accountability to beneficiaries and to international standards guiding development work, including understanding and following established international guidelines and actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of projects.
Ensure collaborative relations and accountability with any partner international NGOs.
Ensure close coordination and sharing of information with other stakeholders such as other Title II cooperating sponsors, other NGOs and local authorities.
Ensure establishment and maintenance of relationships with communities, village councils and local government.



Organizational Learning:

Accountability to Beneficiaries

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.


SUPERVISORY RESPONSIBILITY:

The Deputy Chief of Party is responsible for supervising program implementation at the field level. The number of direct and indirect reports to be determined.



ACCOUNTABILITY

REPORTS DIRECTLY TO: Chief of Party

WORKS DIRECTLY WITH: Mercy Corps Guatemala staff, donors, local authorities (health department, NGO and municipality)



KNOWLEDGE AND EXPERIENCE:
Master’s Degree in international development or other relevant field is preferred.
At least 5 years of relevant international experience with positions of progressively greater responsibilities.
Experience in program management related to nutrition, maternal and child health is required.
Experience in project management related to agriculture, water/sanitation, community mobilization and Food/Cash-for-Work is preferred.
Experience with market facilitation, supporting systemic change and promoting supporting services indirectly is preferred.
Prior experience with bilateral funding agencies is required.
Practical experience managing umbrella grants involving international NGO partners.
Complex program management and demonstrated success building, managing and leading a professional team.
Strong writing, communication, organization, prioritization and negotiating skills.
Excellent English and Spanish verbal and written communication skills required.
Experience in building and maintaining strong/productive relations with implementing and strategic partner agencies. This includes coordinating with government authorities and counterparts.
Strong computer literacy with a full knowledge of office applications.



SUCCESS FACTORS:

The successful Deputy Chief of Party will be familiar with the opportunities and challenges of rural food security programming, with strong skills in team leadership, grant management and reporting, and donor and government communications. S/he will have familiarity with the procedures of Title II food aid programs and monetization and will likewise have familiarity or understanding of nutritional research. The position requires an ability to think creatively about improving maternal and child health and nutrition and to promote sustainable institutions and practices for long-term household and community food security. A successful Deputy Chief of Party will complete activities in a timely and qualitative manner in accordance with Mercy Corps and donor procedures and guidelines, and will be an exemplary model of good leadership as well good management and administration for other program managers and team members in the Mercy Corps Country Office.



LIVING /ENVIRONMENTAL CONDITIONS:

The position will be located in a regionally-based field sub-office in the Western Highlands with frequent travel to multiple project sites and to Guatemala City. The exact office location is still to be determined, and as such the details of living and environmental conditions are undetermined at this time.


Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
