NOTE: This is a 2-year, Co-terminous position (with the possibility of extension).
1. The World Bank’s 2011 World Development Report on Conflict, Security and Development highlights the complementarity of justice and security for sustainable development. Indonesia is the World Bank’s only country program that has two fully developed programs in these areas. This position will reinforce the critical nexus between them.
2. Since 2002, the World Bank in Indonesia through the Justice for the Poor team (J4P) has been supporting justice reform, by exploring which factors enable the poor to better assert their rights successfully in an environment of institutional weakness. The objective of the J4P program in Indonesia is to strengthen access to justice for poor and marginalized communities in Indonesia. The Conflict and Development (C&D) program was established within the social development team of the World Bank’s Jakarta office in response to the conflict that accompanied the end of the New Order. The program has evolved since and provides an innovative model for supporting government and civil society organizations in developing conflict-sensitive approaches that respond to the changing dynamics of Indonesia’s transition.
3. J4P’s activities contribute to the implementation of the Government of Indonesia’s National Strategy on Access to Justice. Operations support legal awareness at the community level, increased access to legal aid resources, mediation and organization skills and linking poor communities to a network of assistance at higher levels across 11 provinces in Indonesia. Increasingly, the program is also engaging to support the responsiveness of state agencies. J4P also works closely with other World Bank supported programs, including the National Community Empowerment Program (PNPM), to support greater integration of justice, accountability and local level governance issues in development processes.
4. The C&D program has a number of elements. The research arm provides analytical work on the nature and costs of conflict, monitors conflict trends, and assesses how development projects impact on these. The flagship activity is the Violent Conflict in Indonesia Study (ViCIS). This feeds into the program’s operational work, which includes support to World Bank projects (PNPM and others) in conflict-affected areas, and developing pilots that can be scaled up. The team supports Bappenas and other key central and local government agencies in developing policies and strategies for conflict-sensitive development, and by providing empirical evidence on needs and approaches that are effective. The program also has an active capacity building strategy, which enhances the ability of government, civil society and research organizations to work on conflict and development issues.
5. In Indonesia the J4P and C&D programs work in close partnership with government, civil society and donors at both the local and national level. The programs receive funding from the Royal Netherlands Embassy and AusAID.

Duties and Accountabilities
Specific tasks will include:
- Providing strategic direction for the J4P and C&D programs including leading the development and implementation of the work program and reporting to the country team, government partners and donors on the progress of work.
- Managing the design and implementation of key operational programs and analytical work including design of a model to support broader implementation of the National Strategy on Access to Justice and the National Strategy to Consolidate Peace, oversight of the Indonesia component of AusAID East Asia Pacific J4P trust fund, and oversight of the trust funds managed by the C&D team.
- Developing and maintaining relationships with counterparts in government, local and national NGOs and universities and partners in the development community including identifying innovative approaches to building the capacity of local institutions to support implementation of the GoI’s National Strategy on Access to Justice and National Strategy to Consolidate Peace.
- Developing close collaboration with national institutions (civil society organizations, academia, think tanks, etc.) in the areas of J4P and C&D and fostering the capacity of these national institutions so that an increasingly important part of the program can be implemented through them.
- Providing leadership to the staff and consultants working in the Justice for the Poor and Conflict and Developments team and strengthening relations with other teams in Social Development and the broader World Bank Office in Indonesia.
- Ensuring timely delivery of high quality analytical products to the client, working closely with local partners to foster their capacity to develop and carry out a research agenda.
- Providing inputs into the World Bank, Justice for the Poor and social development programs in other countries in the region.
The selected candidate should have the following qualifications and experience:
- A post-graduate degree or equivalent in social sciences, law, conflict studies or a related area;
- A minimum of eight years experience in designing and implementing development programs with a focus on justice, conflict and/or governance.
- Demonstrated ability to innovate and achieve results working across a range of justice and conflict/violence related initiatives engaging with both state and non-state actors at the national and sub-national levels;
- Demonstrated ability to lead expert teams and manage complex tasks;
- Demonstrated experience managing grants to NGOs;
- High level analytical, research and writing skills ideally with a record of publication,
- Knowledge of Indonesian language and local governance/access to justice/conflict context in Indonesia would be preferable;
- Strong interpersonal skills and an ability to take the initiative and provide team leadership in a cross-cultural environment.
