Background
The International Organization for Migration (IOM) responds to
heightened health risks and vulnerabilities among the affected
populations in post conflict, natural disasters, climate change and
other crises that result in population movements.
On 25 October 2010, a 7.7 magnitude earthquake occurred 240km southwest
of South Pagai, Mentawai Islands, West Sumatra Province, Indonesia,
resulting in a substantial localized tsunami striking the Mentawai
Islands. The overall humanitarian situation in the tsunami-affected
areas remains dire and the IDP population now living in relocation camps
is exposed to a combination of high risk factors for the outbreak of
epidemics and life threatening communicable diseases. In this context,
IOM will implement a project on "Preparedness and control of
communicable diseases with epidemic and life threatening potential in
IDP settings".
General functions:
Under the overall supervision of the Chief of Mission IOM Jakarta and
the direct supervision of the IOM Project Manager and in close
coordination with Migration Health Advisor IOM Indonesia and related
units, the incumbent is responsible for the implementation of public
health related aspects of the "Preparedness and control of
communicable diseases with epidemic and life threatening potential in
IDP settings" project, in compliance with IOM established
procedures, to ensure orderly and timely implementation of project
activities. In particular he/she will perform the following duties and
responsibilities:
1. Work closely with the project manager, project staff and other
IOM Indonesia colleagues to ensure the delivery of cohesive and
community focused activities in line with the projects activity
schedule, expected results and objectives as determined in the project
documents;
2. Deliver quality and timely reporting on project activities to
the project manager as input to internal and external including donor
reports;
3. Contribute to the collection of base-line data and monitoring
and evaluation of the project activities and results;
4. Coordinate and liaise closely with district and provincial
health authorities on establishment of a syndrome detection approach to
disease surveillance that involves participation from communities and
primary health care workers.
5. Conduct an initial technical evaluation of the existing
surveillance system to identify points for system strengthening.
6. Establish community Health Volunteer Team in sub-villages across
three islands (Pagai Utara, Pagai Selatan and Sipora).
7. Conduct a community health assessment to identify gaps,
available health services and resources.
8. Provide technical assistance to DHO (District Health Office) and
local health facilities to develop/update guidelines on how to record
population medical data with ability to process and manage data fed
through the EWARN surveillance system.
9. In Close coordination with PHO (Provincial Health Office) and
DHO (District Health Office), conduct training of volunteers in EWARN
principles to enable basic case detection, reporting and referral.
10. In close coordination with PHO and DHO, conduct training of medical
staff on clinical management for key conditions.
11. Perform any other duties that may be assigned by Project Manager.
Desirable Qualifications:
University Degree in Public Health, Nursing or related field; At least
five years of experience in public health / communicable diseases in
emergency or development settings, preferably in Indonesia;
Demonstrated hands-on experience and/or understanding of the relevant
technical competencies required for the specific post in public health
promotion related to issues in humanitarian and development contexts,
including disease surveillance; Theoretical knowledge and proven
practical experience with capacity building; Experience of using
participative methodologies and a range of health promotion approaches
in working with communities; Base-line survey, needs assessment,
activity planning and reporting skills; Sensitivity to cultural
differences, and the ability to adapt to the cultural context; Strong
teamwork skills and the ability to build good relations both internally
and externally; Ability and desire to work in a challenging environment
with few support services; Proficient in Microsoft Office, Knowledge of
database software desirable
Languange : Good English and Bahasa Indonesia language skills;
