Type & duration of contract : Special All Inclusive Contract, 3 months with possibility of Extension with the possibility for extension until end of project (December 2011)

Background
The International Organization for Migration (IOM) responds to heightened health risks and vulnerabilities among the affected populations in post conflict, natural disasters, climate change and other crises that result in population movements.

On 25 October 2010, a 7.7 magnitude earthquake occurred 240km southwest of South Pagai, Mentawai Islands, West Sumatra Province, Indonesia, resulting in a substantial localized tsunami striking the Mentawai Islands. The overall humanitarian situation in the tsunami-affected
areas remains dire and the IDP population now living in relocation camps
is exposed to a combination of high risk factors for the outbreak of
epidemics and life threatening communicable diseases. In this context,
IOM will implement a project on "Preparedness and control of
communicable diseases with epidemic and life threatening potential in
IDP settings".

General functions:

Under the overall supervision of the Chief of Mission IOM Jakarta, the
direct supervision of the IOM Indonesia Migration Health Advisor and in
close coordination with other relevant units in Jakarta/ mission, the
incumbent is responsible for the implementation of the "Preparedness
and control of communicable diseases with epidemic and life threatening
potential in IDP settings" project, in compliance with IOM
established procedures, to ensure orderly and timely implementation of
project activities. In particular, he/she will perform the following
duties and responsibilities:

1. Assume primary responsibility for the implementation of the project,
by:

1. Working with project staff and other colleagues to ensure the
delivery of a cohesive, community focused project;
2. Supervising and managing relevant project staff in line with IOM
policies and established administrative, financial and procurement
related procedures and guidelines, ensuring that they have the necessary
orientation and training, and are supported and effectively managed
against agreed upon objectives;
3. Delivering quality and timely project reporting to IOM and project
donor;
4. Ensuring that the project is implemented in a cost effective
manner;
5. Leading the collection of base-line data and the development and
implementation of monitoring and evaluation.
6. Ensuring that crosscutting issues (gender, protection,
accountability) are incorporated into project implementation.
7. Being instrumental in the development of an exit strategy and
project closure and all related activities, as necessary;

2. Liaise with governmental authorities, and stakeholders for
information sharing and regular updates on project interventions and
statistics.
3. Represent IOM and/or ensure IOM's representation to and
coordinating with relevant government officials, UN agencies, NGOs, as
appropriate at project level;

4. Work with other IOM Indonesia units to integrate the health sector
into Disaster Risk Reduction Strategies;

5. Perform any other duties that may be assigned from time to time.

Desirable Qualifications:

Indonesian national. University Degree in Public Health, Nursing or
related field. Master degree in this field will be an asset. At least
five years of experience in health sector project management, preferably
in Indonesia;

Experience liaising with donors, government agencies, etc. Project
management experience including management of project budgets;
Theoretical knowledge and proven practical experience with capacity
building; Experience of using participative methodologies; Excellent
base-line survey, needs assessment, planning and report writing skills;
Sensitivity to cultural differences, and the ability to adapt to the
cultural context; Strong teamwork skills and the ability to build good
relations both internally and externally; Experience of gender equity
issues and their relevance to humanitarian response work; Ability and
desire to work in a challenging environment with few support services.
Proficient in Microsoft Office. Knowledge of database software
desirable;

Ability to prepare clear and concise reports in English. Excellent
communications and negotiation skills. Excellent computer skills.
Ability to supervise staff and build capacity. Ability to work
independently and within a team from various cultural and professional
backgrounds.

Language: Fluency in English and Bahasa Indonesia.
