SPARK is achieving its mission by organizing business plan competitions, business skills training, SME coaching and mentoring, business incubation, SME financing, intensive higher vocational summer courses, curriculum development and quality assurance at universities and higher vocational education institutions.

SPARK is currently looking to fill the position of:

Project Officer (scholarship coordination)
The Project Officer will be assigned to work on implementation of the multi-country Higher Education for Syrians (HES) scholarship programme for Syrian refugees. This programme is implemented in Iraq (Kurdistan), Jordan, Lebanon, Palestine and Turkey. It entails a large number of scholarships in the MENA region. This position is focussed on implementation of the HES programme in Jordan, addressing educational needs of Syrian youth and Jordanians living in the country. The Policy Officer will be based in SPARK’s Amman office.

Tasks include, but are not limited to, managing administration related to student registration, selection, intake and monitoring in, scholarship payments and monitoring, as well as all administration related to agreements with participating Higher Education institutions and tuition payments. The PO will also support the country manager in all outreach activities in Jordan, including heading the student desk.

Main tasks and Responsibilities:
Leading a team of volunteers in diverse tasks;
Implement extracurricular activities for all students, in particular leadership and entrepreneurship skills training, inspirational events on the future reconstruction of Syria.
Provide input related to Jordan activities to narrative donor reports and supervise the preparation of financial reports to the donors with the local HES team;
Support the Country Director in establishing and managing relationships with local partners (in particular the University partners)
Represent the scholarship programme in Jordan in coordination meetings and conferences;
Ensure an optimal synergetic effect with other programmes for Syrian youth in Jordan of other organisations as well as with future potential new SPARK programmes and support the development thereof.
Diverse administrative and logistical tasks.
Verification, monitoring and data entry of all student registration, selection, intake and during the programme;
Manage and coordinate in house developed online platforms for student information and liaising with program data officer and ICT team when necessary;
Organise and coordinate outreach activities with local partners, throughout the country and in (informal) camps;
Other tasks as required.

Requirements and Skills:
A minimum 5 years of relevant working experience in a prior comparable position;
Background in education is an asset;
Thorough knowledge of the political and economic situation in Jordan, Syria and MENA region in general;
Proven organisational skills and the ability to work independently;
Accurate, structured and precise;
Excellent networking skills
Ability to adjust flexibly to rapidly changing situations;
Fluent in English and Arabic in speaking and writing;
Strong writing and reporting skills;
Previous experience managing online backend platforms for beneficiary screening and verification will be an asset;
Good communication and social skills, flexibility and the ability to work in a multicultural setting.
