Food Security Specialist - DR Congo.
NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security & livelihoods and ICLA in order provide legal assistance to individuals while building capacity of local commissions, state and customary authorities.
In support of these activities we provide shelter and WASH activities to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.
We are now seeking a Food Security Specialist, who will report to the Head of Programme.
Job description
Develop Food Security Core Competency (CC) strategy, technical guidance and Macro LFAs
- Identify country programme priorities, problems and challenges from a food security perspective
Compliance with and adherence to NRC policies, guidance and procedures
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
Identify trends technical standards and donor priorities
Follow up on compliance with contractual commitments within Food Security, ensure high technical quality and synergies in project implementation
Provide technical direction and project implementation support
Assessment design and analysis for food security and multisector
Assist and contribute to the RRMP emergency food security response design and analysis
Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes
Provide systematic training and build capacity of Food Security staff
Represent NRC in relevant forums/clusters, including with national authorities and donors
Promote the rights of IDPs/returnees in line with the advocacy strategy
Qualifications
Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
Solid experience form managing and implementing food security related responses, in both complex and volatile contexts
Experienced in food security monitoring and analysis
Strong capacity in leading proposal development
Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, WFP, Unicef, NMFA, Sida)
Experience from leading multi sector assessments and analysis
Knowledge of the context in DR Congo and/ or region
Fluency in French and English, both written and verbal
