Winrock is seeking candidates for a ****Rural Development Specialist**** for the USAID-funded Values Chain for Rural Development (VC-RD) project. The project will build the capacity of local NGOs to facilitate improvements in rural livelihoods, increase the profitability of on-farm enterprises, and catalyze value chains to benefit smallholders and the landless –ultimately increasing rural incomes and improving food security in Myanmar.

****POSITION TITLE: Rural Development Specialist, Taunggyi, Shan State, Myanmar**** (relocation expenses available within Myanmar, but the project cannot pay to relocate candidate from outside of Myanmar.)

****ESSENTIAL RESPONSIBILITIES:****
Conduct value chain and market assessments of potential rural development activities
With technical team, develop technical and field-based activities including value chain development, market linkages, and local partner capacity building
Integrate gender sensitivity and gender analysis in project planning, implementation and monitoring
Ensure project activities are inclusive of disadvantaged groups and gender sensitive
Identify key local NGO and private sector partners in project-supported areas
Work with field teams to identify, establish and support producer groups and community-based organizations
Work with field team to identify lead male and female farmers
Develop extension packages to increase productivity and profitability of selected value chains
Work with field team to set up demonstration plots, conduct field days, and train smallholder producers
Other duties as assigned

****QUALIFICATIONS AND REQUIREMENTS:****

****Education****: Master’s degree in agriculture, rural development, or related field

****Experience****:
At least 7 years of experience supporting agricultural and rural development in Asia
At least five years of experience in project management
Experience providing training and technical assistance to Myanmar’s farmers and agribusinesses on agriculture production, postharvest handling, value-added processing, marketing and improved provision of agricultural inputs
Previous experience in organizational capacity development
Experience conducting monitoring, evaluation and reporting is preferred
Experience working with an international nonprofit or international business is preferred

****Skills:****
Fluency in both oral and written communication in English and Myanmar. Knowledge of one or more languages spoken in Shan State is helpful.
Excellent communication and organization skills are essential. Basic computer skills (word-processing, spreadsheets, and databases) are required.
Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships
Ability to handle multiple tasks and meet tight deadlines and flexible to adapt to changing situations
Ability to travel to rural regions and project sites
High standards of integrity, professionalism, and impartiality
