Purpose of the Position:

Under the general supervision of Regional Chief of Supply, the incumbent will support the development, planning, implementation, monitoring and evaluation of supply and procurement management for essential commodities at regional and CO level. The incumbent will also provide technical assistance, guidance, capacity building and oversight to COs on contractual issues as well as procurement policy and procedures related matters to ensure full compliance with organizational standards.

Key Expected Results:


Provide leadership, technical advice, support, guidance and oversight to UNICEF Country Offices, on applications of supply related contracting procedures for UNICEF, including procurement services (PS), regulations, systems and best practices including risk analysis with regard to VISION processes and IPSAS compliance.


Conduct and organize Peer Reviews to Country Offices for Supply/Procurement in anticipation and as follow up on internal/external audits to support full compliance and to monitor/assess CO performance; ensure regular remote follow up on the closing of supply-related audit recommendations.


Provide capacity building through (i) technical support and guidance to UNICEF country programmes to enhance their capacity and knowledge in supply and procurement related strategies such as category management, market shaping, establishment of LTAs, procurement of services etc. and (ii) contribute to the development and delivery of supply and procurement related trainings in WCAR (in collaboration with SD).


Ensure liaison and follow up on specific procurement related, innovations and contractual issues with Headquarters other Regional offices and Country Offices (e.g. introduction and testing of cold chain logistics equipment) and support resolving complex supply and procurement related operational issues in problem areas.


Any other duties as advised by the supervisor, including punctual support to Emergency Preparedness related activities in the area of procurement and supply.

Qualifications of Successful Candidate:

Advanced university degree in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree*

Minimum of eight (8) years of relevant experience at the national and international levels in supply, logistics, procurement, purchasing, contracting, administration and/or other related technical fields is required. Relevant experience in capacity building with specific proven experience in training is highly desirable Experience in cold chain and vaccines management is considered an asset.

Fluency in English and French is required. Knowledge of an additional UN Language (Arabic, Spanish, Russian, Chinese) is considered an asset.

*A first level university degree in a relevant technical field (as identified above), in conjunction with ten years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree.

This is a project funded post with funds available until 31 December 2014.
