UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. Communications Officer

Vacancy Announcement Number 13-HQ-AM-26 Grade P-3 Deadline for Applications 9 July 2013 Duty Station Amman, Jordan

The Communications Officer will work under the supervision and guidance of the Chief of Strategic Communications Division and Arabic Spokesperson and the Deputy Chief of Staff and Regional Response Coordinator. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities • Collaborate closely with Field Directors in Syria, Lebanon, and Jordan, the Executive Office, and the External Relations and Communications Department to support the development of UNRWA’s strategic messaging on Syria and ensure Agency awareness thereof; • Support and guide the Field Public Information and Communications Units on crisis response messaging issues; produce weekly messaging documents for use Agency-wide; • Liaise with other UN and international organizations, particularly on areas of common crisis messaging; • Coordinate with Syria Field Office and Communications Division on the production of promotional material, such as short films and photo exhibits; on ensuring supply of still photographs on Syria, Lebanon, Jordan as well as effective Syria response profile on UNRWA website; • Promote the profile of UNRWA’s Syria crisis response through drafting of press releases; briefing materials, such as fact sheets, coordinating press events and liaising with journalists and donors; • Write and edit promotional text for Strategic Communications Division’s usage; research, write and edit feature articles for UNRWA website.

Professional Knowledge and Experience • A university degree in journalism, humanities or related field; • At least six years of public information/journalistic experience in a major media outlet, a UN Organization, NGO or similar organization, of which at least two years should be at the international level outside one’s home country; • Excellent command of written and spoken English.

Competencies • Very strong prose writing skills including researching and editing; • Strong visual ability with art and/or art history background; • Creative ability particularly in conceiving new PI activities; • Ability to establish and maintain effective working relationships with others in a team environment and with people of diverse backgrounds, culture and nationalities; • Ability to deliver written work well and quickly, often under very short and tight deadlines; • Strong communication skills; written and verbal; • Ability to use photoshop and other photo/design software programmes.

Desirable Qualifications • Previous work experience in the Middle East; • Fluency in Arabic, both written and spoken, strongly desired; • Knowledge of and interest in the Syria Crisis and the effect upon Palestine refugees; • Knowledge of and interest in Israeli-Palestinian issues and the Palestine refugee situation; • Experience in mounting photo exhibitions; • Knowledge of the UN system, i.e. its public information aspects.

Equivalency When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Additional Information The incumbent will be required to travel in Syria and the Agency’s other areas of operations in the Middle East. Position is tied to the emergency situation in Syria.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $60,091 net tax free with dependants or $56,091 single, plus post adjustment of 47%. Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
