By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND
The influx of refugees into South Sudan at the start of 2012 was a result of conflict and hunger in Sudan’s Blue Nile State. The highest numbers have been recorded in Upper Nile State; UNHCR estimates about 105,000 refugees are in Maban County alone.
Jamam camp flooded on June 26, 2012 and UNHCR began relocating the Jamam refugees to Gendrassa, a new camp near the Yusuf Batil camp. More than 8,000 refugees have relocated thus far with a camp capacity estimated at 24,000 individuals.
International Medical Corps arrived to Maban County in late May 2012 and provided emergency health and nutrition services to the refugees at transit sites, Yusuf Batil and Jamam camp. International Medical Corps now provides life-saving services in Gendrassa, where malaria cases continues to rise and there is an increased risk of cholera and other communicable disease outbreaks due to the worsening rainy season. On 26 August WHO confirmed cases of Hepatitis E in Jamam camp and there are now confirmed cases in Jamam and Gendrassa.
JOB SUMMARY
Primary Health Care Doctor implements primary health care services in an emergency setting. Services include essential drug administration, infectious disease control, immunization, maternal and child health, nutrition, curative treatment for communicable/non communicable diseases and injuries, safe water and sanitation and health education.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Train staff and manage the day to day activities of a Primary Health Care Clinic • Assure vaccination and catch up campaigns are carried out in a refugee camp setting • Implement PHC services according to internationally accepted and Ministry of Health standards with a focus on controlling communicable diseases • Assure universal precautions for all staff and visitors • Use standardized data collection tools and train staff on accurate data collection • Collect and analyze PHC service data to adjust project objectives and to plan additional specialized responses (outbreak response, health campaigns, rational drug use, nutrition programs, etc) in collaboration with the Team Leader and other relevant staff • Work with nutrition and WASH sectors to engage communities in prevention activities • Conduct regular visits through the camp and community to observe conditions, gather feedback from patients and partners and critically analyze the context • Assist in hiring of necessary national staff members • Analyze training needs and initiate trainings for staff and health workers as required, with an emphasis on hands on training • Monitor health indicators: CMR, U5MR, Malnutrition rate, Immunization coverage • Work with Team Leader, M&E Officer, PHC team and humanitarian technical unit to implement standardized internal and external reporting • Ensure regular and adequate drug and medical supplies in order to avoid stockouts in coordination with relevant medical and logistics personnel • Collaborate with recognized health authorities, health agencies, donors and other stakeholders to utilize standardized reporting practices and information sharing • Represent and actively participate in coordination meetings and other relevant meetings • Any other relevant duties as requested by supervisor
• Medical degree with at least 3 years of experience as a primary care doctor • Master’s in Public Health • Minimum of five years of experience required, with 3 years in a developing country • Experience in a managerial position relating to primary health care, maternal and child health, reproductive health, HIV/AIDS, and communicable diseases. • Familiar with SPHERE guidelines and indicators • NGO experience. • Excellent communications skills, both oral and written. • Excellent capacity to self-motivate • Experience with donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people. • Ability to exercise sound judgment and make decisions independently. • Flexible, and able to cope with stress • Able to live and work in basic conditions • Ability to relate to and motivate local staff effectively. • Creativity and the ability to work with limited resources.
Language: English required, Arabic a plus.
