ORGANIZATIONAL SETTING:

The Chief Technical Adviser (CTA), Census is located in the Department of Population and is under the overall guidance of the Director General of DOP and the Representative of UNFPA and direct supervision of the UNFPA Programme Officer for Population and Development. The CTA will work in close collaboration with officials of Department of Population and stakeholders including UNFPA Myanmar Country Office for inclusive and multi-perspective views. The CTA may need to travel to selected areas in Myanmar to observe local situation to be able to advise on census operation.

MAJOR DUTIES AND RESPONSIBILITIES

The overall responsibility of the CTA is to provide technical assistance to the Department of Population to maintain state-of-the-art scientific and internationally recognized standards throughout the process and to support national capacities in ensuring high quality data production, analysis and dissemination.

Specifically, the CTA will undertake the following tasks: • Advise the DOP on the planning, organization, execution and management of the 2014 Census; • Coordinate the planning, organization, execution and management of the 2014 Census ; • Assist the DOP in establishing and operationalizing the Census structure; • Review the existing census technical documents including the Census Project Document and Implementation Plan, Resource Mobilization Strategy, Quality Control Plan and other documents and make the necessary amendments and revisions; • Assist to develop technical documents for the census: administrative guidelines, questionnaires, checklists, training manuals and procedures (for enumerators, team leaders and supervisors), analysis and tabulation plans, data coding manuals and all instructions relating to electronic data processing; • Collaborate with census cartography/mapping staff of DOP in developing and implementing census cartography/mapping plan, and in designing maps, lists and codes of enumeration areas; • Collaborate with data processing staff of DOP to prepare data capture and processing plans and for their implementation in a timely manner; • Advise on capacity building programmes for the 2014 Census and beyond; • Advise the DOP on equipment needs and assist with the acquisition of required equipment and materials; • Coordinate the planning, organization, execution and management of training activities for all personnel involved in various stages of the census undertaking; • Assist DOP to process , analyze and pre-test census data and to produce preliminary, final and analytical reports; • Supervise the implementation of census activities including general coordination of field operations for the pilot and main censuses and the post enumeration survey (PES); • Assist DOP to process data and analyze results from the pilot census, draw lessons and provide a report to guide the main census; • Assist in the review of the Census and Post Enumeration Survey (PES) instruments to make all relevant technical adjustments for the successful conduct of the main census, and ensure efficient sampling for the PES; • Coordinate the development and implementation of PES schedule of activities, analysis of the PES data and production of reports; • Coordinate and participate in the preparation, publication and dissemination of the census preliminary results; • Coordinate and participate in the elaboration of the census administrative and management report; • Assist DOP to process and analyze main census data and to produce preliminary and final results and thematic analysis reports; • Prepare and submit to DOP and UNFPA monthly progress report on the 2014 census activities and consolidate quarterly reports for submission to DOP, UNFPA and other Stakeholders; • Prepare and give presentations updates on the progress of the census to Stakeholders such as UN agencies, donors. Parliamentarians and Civil Society Organizations • Undertake any other tasks relevant to the 2014 census as required by the DOP in consultation with the UNFPA representative

ESSENTIAL QUALIFICATIONS AND EXPERIENCE:

• Advanced University degree in Demography, Statistics or related field – PhD preferable or equivalent professional experience; • Ten (10) years relevant experience in the field of population censuses, preferably in a developing country; • Experience in providing on-the-job training to local staff in data analysis, report writing and use of Internet resources; • Experience in the dissemination of census data and socio-demographic analyses to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues; • Knowledge and experience in population and housing censuses preparation phases in Asia ; • Proficiency in current Microsoft Office software applications; census data processing software (CSPro, REDATAM), demographic data analysis (Mortpak, Pas), Statistical Packages (SPSS, STATA) and projection programs (SPECTRUM, RUP); • Communication skills especially for transfer of knowledge • Fluency in oral and written English.
