Service Objectives: To provide senior expert technical assistance and capacity development services to Vietnamese government partners and CDC Vietnam office staff for health system strengthening, strategic planning, program development, implementation and evaluation of effective and sustainable public health services.
Task Requirements: Provides senior level expertise and technical advice on HIV/AIDS and public health programs to the government of Vietnam cooperative agreement recipients.
Mentors, provides senior level guidance and expertise and builds technical capacity with the Vietnam government, VN and CDC staff and advises on strategic planning and service delivery (implementation, quality control, and evaluation). Assists in the review of services, budget, and progress reports and makes recommendations for program improvement.
Develops draft plans based on input from key staff; formulates strategic planning documents; monitors progress and develops reports summarizing and detailing achievements.
Collaborates, coordinates, communicates with a varied and divergent staff of host country and CDC managers, scientists, technical, and administrative staff. Utilizes expertise and familiarity of HHS/CDC grants and cooperative agreements and PEPFAR procedures.
Task Deliverables: Trip reports for any in-country travel technical assistance or monitoring visits with recommendations as appropriate.
In collaboration with other members of the CDC PEPFAR team, will develop appropriate sections of the annual Country Operation Plan, semi-annual and annual reports.
Provide Monthly progress reports
Provide final activity report
Minimum Qualifications and/or Certifications: Education: Medical Degree
Minimum three years experience working in developing countries on PEPFAR-related initiatives. (Care and treatment, prevention, tuberculosis, sexually transmitted disease, strategic information or health System strengthening).
