PAPUA
Program Summary:

The principal
objective of PADA (Papua Agricultural Development Alliance) III is to ensure food security of the isolated and vulnerable Papuan households through increased production and income. This will be accomplished through the introduction of sustainable improved production practices and facilitating access to regional and national markets. In addition, PADA III seeks to improve communication and access to outside world through coordination and leveraging complementary resources from the Government of Indonesia's (GOI) programs in Papua Province."


Focus area:

rice and tuber and root crops (traditional staples for local markets) selected high-value crops such as coffee, cocoa, bananas and vegetables. Coffee and cocoa for export. "artisanal fishing" pork for local markets

The program will be managed based on two geographic areas: i) the Timika area will include work in Mimika and Wamena kabutpaten; and ii) the Jayapura area will include work in Karrom and Sarmi kabupaten.



1. Program Manager - PADA

The program will be managed based on two geographic areas: i) the Timika area will include work in Mimika and Wamena kabutpaten; and ii) the Jayapura area will include work in Karrom and Sarmi kabupaten. Implementation of the PADA III program will be supervised by two Program Managers, one in each of the program areas. The Program Managers will be part of the PADA III senior management team and will each supervise an implementation team that coordinates all agricultural and market development activities in their respective areas.

Qualifications:

Minimum of 5 years of field experience implementing similar programs funding by USAID or other donors
such as food security, rural development, agriculture, or market development programs. B.S. degree in related field such as agriculture, economics, or development is required; M.S. degree is preferred.Experience in planning and managing integrated rural development programs in difficult to access areas is preferred. At least 3 years staff management experience. Strong management skills in building inter-cultural teams and evidence of being able to flourish in a remote setting.

High proficiency in reading, writing, and speaking English is required. Indonesian language skills preferred or the desire to learn Indonesian is essential. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. Good knowledge of Papuan and/or Indonesian agricultural sector preferred.


2. Finance and Budget Management Specialist - PADA

The Financial and Budget Management Specialist will provide overall leadership, management and reporting of the financial and budget transactions during the implementation of the PADA III program, managing finance support staff and overseeing financial resources to ensure that the program meets its targets and deliverables on-time and within budget.  The Financial and Budget Management Specialist will ensure accountability to Mercy Corps and USAID policies and donor rules and regulations. In its role as a support to the program team, the finance team provides timely reports and assistance to the Chief of Party and the program team to ensure that financial resources are used efficiently and effectively.

The Finance and Budget Management Specialist will be based in Jayapura

Qualifications:
At least 5 years of experience working with similar projects funded by USAID or other donors;Familiarity with USAID financial management requirements;Demonstrated ability to prepare and track budgets and prepare financial reports;Prior experience in applying latest computer-based accounting programs and systems; Proven track record in delivering full range of accounting and financial management services including training finance and operations staff. Ideal candidate would have worked on a large USAID or other donor funded projects of about $10 million;Strong understanding of the current political, economic, cultural and historical context of Indonesia preferable, with regional Papua experience especially preferred; Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently
and cooperatively with team members; Fluency in Bahasa Indonesia and a high proficiency in reading, writing, and speaking English is required;Information management skills: Word processing, spreadsheet, e-mail, internet application skills;B.S degree in Financial Management or Accounting or equivalent experience required. MBA or Masters in Finance preferred.

3. Monitoring and Evaluation Specialist - PADA

The Monitoring and Evaluation Specialist will provide overall leadership, management and reporting of the all monitoring and evaluation activities during the implementation of the PADA III program.
The Monitoring and Evaluation Specialist will ensure accountability to Mercy Corps and USAID policies and donor rules and regulations in relation to monitoring of program indicators, tracking achievement against targets, and assist with reporting. The Monitoring and Evaluation Specialist will also oversee all evaluations.

Qualifications:

B.S. degree in Economics/Statistics or equivalent experience is required. M.S. degree in the same field is preferred; Minimum of 5 years experience in setting up and implementing M&E systems with GIS technology in agricultural/rural development programs;Experience in designing and measuring results impact indicators and measures;Compiling, analyzing, measuring results and impacts;Training staff in M& E processes;Organizing data collection system; and demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members; A candidate with a background of working with USAID project’s M&E systems and with GIS experience is preferred;Fluency in Bahasa Indonesia and a high proficiency in reading, writing, and speaking English is required. Information management skills: Word processing, GIS, spreadsheet, e-mail,internet application skills.
