The ideal candidate is someone with strong background in the communication field and extensive experience in supporting Viet Nam's human and child rights, social and development agenda with strategic public and policy advocacy, communication and resource mobilization activities, with a specific focus on urban and semi-urban initiatives. Candidates must have excellent Vietnamese and English written and verbal communication skills, as well as good interpersonal and teamwork competencies. The Communication Officer will be based in Ho Chi Minh City supporting the implementation of UNICEF Viet Nam's Communications and Advocacy strategy across all programmes and in close coordination with the main office in Ha Noi and in cooperation with partners from the government, businesses, civil society and child/youth led organizations.

The Communication Officer must have a 'finger on the pulse' when it comes to children and youth trends including their use of social media platforms and will provide leadership and capacity support to children and youth participation initiatives. Experience with project and partnerships management as well as interest in and flair for applying innovation and technology to advance the social agenda is key. UNICEF is seeking a candidate who is a hardworking, motivated and dynamic professional with the ability to learn fast, lead on selected projects and contribute to the overall achievements of the UNICEF Country Programme with sound communication support.

Job organizational context

The strategic intent of the Programme Partnerships team in Ho Chi Minh City is to demonstrate, that by mobilising and engaging a wide range of strategic partners as well as the public around critical result areas for children, the demand for child rights realisation will increase and accountabilty of key duty bearers will be strengthened to close current gaps and advance children's rights significantly.


Given the pace, importance and impact of urbanisation on children in Ho Chi Minh City and in Vietnam as such, the 2017 – 2021 Country Programme will take on a strategic focus on urban programming and SDG 11 to make cities inclusive and safe for children. This will be led by Programme Component 3 'Programme Partnerships, Public Advocacy and Communications' with specific focus on Ho Chi Minh City with potential to expand to other cities such as Da Nang and Hanoi as well as provinces in the Greater Mekong Delta Region, based on lessons learned and good practices. The Child Friendly City Initiative launched with the HCMC Government in 2015 will serve as an overall strategic framework for strengthening and expanding the partnership with the Ho Chi Minh City Provincial Government as well as strategic partnerships with civil society based stakeholders and actors, including the corporate sector.


Purpose of the job

Reporting directly to the Programme Manager, the Communication Officer will provide critical advocacy, communications and resource mobilization support across programme sections and partnerships, including with government, corporate sector, civil society, children and young people with a specific focus on urban and semi-urban initiatives in the South, with specific focus on Ho Chi Minh City.

The Communication Officer provides field level support to the planning, implementing, monitoring and evaluation of UNICEFs evidence based Public Advocacy and Communications Strategy so that children's and women's issues are firmly placed in the public domain, political will is strengthened in support of UNICEF's mission and objectives, and the organization's credibility and brand is enhanced.

The Communication Officer is focal point for and provide leadership and capacity support to children and youth participation initiatives within the Child Friendly City Initiative and will work closely with the Youth Union to pilot and document scalable models for meaningful child and youth participation as well as with youth led partners of the child focused innovation/social impact initiatives.

The incumbent will benefit from technical capacity support from and work closely with the Public Advocacy and Communications section in Hanoi, to ensure that urban and semi-urban based public advocacy, communication and resource mobilisation initiatives are streamlined and in line with UNICEF communications strategy, visibility and branding guidelines.

Key functions, accountabilities and related duties/tasks:

Under the guidance of the Programme Manager (Chief Programme Partnerships) and in close collaboration with Public advocacy and communications/Communication for Development (C4D), relevant programme sections/units and Private Sector Partnerships, the incumbent is responsible for the following key functions and accountabilities:

Communication Support

Guided by the Advocacy and Communications Strategy, C4D Strategy and Resource Mobilisation Strategy and with specific focus on the Child Friendly City Initiative, urban and semi urban initiatives in HCMC and the South, ensure that the production of communication products, including behaviour change communication and materials is timely executed and followed up as set out in the work plan.

Duties & Tasks
Gather evidence, content and coverage of relevant country programme efforts to identify and support the development of needed and effective public advocacy, policy advocacy, C4D and communications interventions, as required
Contribute to, follow up on and oversee quality aspects of the production of advocacy and communication materials (e.g. briefing notes, images, video. web pages etc.) that meet the country and global standards as set out in the Communication Toolkit.
Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media.
Contribute with up-to-date documentation of communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources etc in close coordination with Public Advocacy and Communications Section.

Media relations support

Effective and timely professional assistance and support are provided in developing, drafting and maintaining contact information, materials and relationships with journalists and media outlets covering all media – print, TV, radio, web etc. – in Ho Chi Minh City, to communicate the story of UNICEF's cooperation to a wider audience.

Duties & Tasks
Maintain and update media relations contact list/database and ensure rapid and accurate information dissemination to the media.
Assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to achieve advocacy and communication objectives.
Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials in all media formats, as appropriate.
Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.
Assist in collaborating with the media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.

Child and Youth Engagement

Provide specific support to child and youth partnership engagement within the Child Friendly City Initiative to model meaningful child and youth participation in urban decision making policy and programme development and monitoring.

Duties and Tasks
Work closely with child and youth led organisations, such as Youth Union, youth led social enterprises and informal social media based youth led networks to promote and support children's meaningful participation in decision making at family, school, community and policy levels.
Provide support to the Innovation Specialist on the further development and scale up of Upshift/Youth led Innovation
Provide support to programme as well as partners such as Youth Union to design and model meaningful participation of children and adolescents within the framework the Child Friendly City Initiative

Partners, celebrities and special events

Ensure maintenance and development of the contact list of individuals, groups, organizations and fora (including Government, private sector, civil society, celebrities and development partners), whose support is essential to/can assist in achieving the advocacy and communication objectives.

Duties & Tasks
Help organize and generate public support for public advocacy events and activities to promote country programme goals with focus on the Child Friendly City Initiative, benefiting children in urban and semi-urban settings.
Maintain and update celebrity and partner contact lists/database for country office and monitor/document process and effectiveness of working with individuals/organisations in support of achieving results for children
Prepare background communication and promotional materials for briefings and visits of media, Goodwill Ambassadors, donors, National Committee representatives and other special interest groups. The task includes preparing information materials (e.g., press releases, programme summaries, country fact sheets and media kits), and assisting in the planning, logistics and administrative arrangements.

Monitoring and evaluation

Regular monitoring and evaluation activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country communication efforts. Ensure results and reports are prepared and shared on a timely basis.

Duties & Tasks
Contribute to developing and monitoring the advocacy and communication strategy by coordinating appropriate audience research and compiling and analysing relevant data.
Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact. Monitor and evaluate the use and effectiveness of media materials.
Monitor the public perception of UNICEF at project level and recommend appropriate action to maintain a positive image for the organization.
Undertake lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.

Impact of Results:

Recruitment Qualifications:

Education: University degree in communications/behaviour change communications, Journalism, international relations, social sciences or related fields.

Experience:
Two years practical professional work experience in project management, communication/behaviour change communications, resource mobilisation
Field work experience.
Background/familiarity with Emergency.

Language:Fluency in English and local working language of the duty station.
