Purpose of the Position


Under the general guidance of the Chief Planning Monitoring & Evaluation, the Planning Officer is accountable for the providing technical support in programme planning and partnerships management, supporting the PME Manager particularly in areas of strategic planning and performance monitoring to ensure the delivery of effective and timely technical advice and services to all programme sections including joint UN interventions.

Key Expected Results

Participates in/supports the development of programme/project goals and objectives and planning the implementation of programme/project strategies as well as supporting the development of the work plans for the programme sector and ensures objectives and targets are achieved in the context of national development plan and Joint Assistance Strategy for Zambia.
Participates in programme mid-year reviews and annual reviews. Analyzes and evaluates data to ensure achievement of objectives and recommends corrective actions, when necessary

Supports the preparation of programme documentation for the Country Programme and related documents and work processes such as, Multi Year Work Plans, Annual Management Plan, IMEP, and programme review processes etc., ensuring consistency with objectives and goals in CPAP/CPD and National Development Plan.

Undertakes field visits to monitor and evaluate programme implementation, and co-ordinates field monitoring actions within the country programme
Contributes to UNICEF's participation in the CCA/UNDAF process, serving as secretariat for UNICEF's functions in UNDAF outcome groups and providing planning support for joint programming initiatives.

Contribute to the management of Programme Partnerships and HACT processes monitoring with advice on the development of enhanced tools and work processes for programme focused micro-assessment and assurance activities through the work of the M&E Task Force. Serve as focal point for implementing partnership mapping and partner strategic planning and documentation for the office. Support programmes in formalizing partnerships, share relevant documents for PCA review, and manage implementing partner feedback based on past performance and knowledge

Qualifications of Successful Candidate :
University degree in Social Sciences, demography, development planning, statistics or a related technical field.
At least two years progressively responsible professional work experience at the national levels in social development, management, monitoring and evaluation.
Experience in the context of UN reform a strong asset.
Knowledge and expertise in managing evaluations and in management and networking will be an asset.
