CARE is seeking a qualified livelihoods expert to support CARE’s growing portfolio of livelihoods activities across Syria. Since 2013, CARE has been working from multiple hubs and through a range of partners to provide food, WASH, health and shelter support to conflict-affected populations, and now requires additional capacity to further develop and implement comprehensive and meaningful livelihoods programming with our partners.

CARE is initiating new livelihoods programming across different parts of Syria, and which includes cash relief, small business development, agricultural recovery programming and livestock programming. Programming will have a strong gender focus; working with women and men on shared control over assets and income generated, in addition to working with women on women’s centered livelihoods activities. In addition, CARE’s livelihoods programming has a strong emphasis on generating and building on evidence and local analysis, and will be solidly based on understanding of value chains and the impact of the civil war on these value chains through EMMA’s and other comprehensive assessments of livelihoods systems. CARE also leads an interagency livelihoods consortium, and this position will play a key role in coordinating own CARE’s programming within the scope of the consortium.

Based in Amman, but with significant regional travel (Gazientep, Beirut and possibly Hassakeh in North East Syria), the Syria Livelihoods Advisor will be expected to a) support strategy development, learning and program design for the CARE livelihood response in Syria, b) ensure livelihoods activities are designed and implemented in a way that is gender sensitive and promotes empowerment c) build the capacity of CARE livelihoods staff and implementing partners, d) contribute actively to external coordination and advocacy in livelihoods, representing CARE Syria, and e) coordinate and collaborate with the multi-INGO Resilience Consortium. Programming is largely implemented in partnership with Syrian NGOs and CBOs,and the position will be expected to work closely with our partners as well as CARE program management staff.

Primary Skills: Masters in international development, agronomics or related field and significant experience in resilience/livelihood-related field
At least 7 years of experience in resilience/livelihood related field, particularly in designing and implementing programing in agriculture, livestock, small business development and/or cash transfers in fragile states emergency or development context.
At least 2 years working in consortia or multi-stakeholder or multi-country programs.
Past experience conducting sectoral assessments/mappings/analysis, documentation of lessons learned, best practices, and compelling write-up of results;
Experience in capacity building using a variety of tools;
A strong track record working with national partner organisations, preferably including with partner driven programming.
Experience in strategy, program, and/or proposal development.
Extensive experience working with coordination mechanisms, including the cluster system
Advanced computer skills such as excel, powerpoint and other analysis tools.
Proficiency in English language, both verbal and written;
Familiarity with Red Cross/NGO Code of Conduct as well as Sphere and other technical standards;
Demonstrated training and technical advisory skills
Extensive technical skills and ability to conduct technical training of trainers in at least one out of the following areas: (a) SME development (b) agriculturalsupport programming (c) livestock programming
Understanding of cash programming in emergency settings
Ability to lead on market assessments using EMMA and other tools
Strong understanding of gender dynamics within livelihoods programming and an ability to advise on and develop strategic initiatives to improve women’s role and economic positioning within the livelihoods sector
Knowledge of general administration, information management and telecommunications skills;
Experience in designing and managing EC, SIDA, GAC and other major donor projects.
