Purpose of the Position
Under the direct supervision of the Regional Security Advisor UNICEF, the Regional Security and Access Analyst will provide specific analysis, advice and support to the Regional/Country Offices relative to the UNICEF programme activities and operations in insecure areas as well as affected personnel and partners.
The incumbent will develop country and regional specific thematic analysis of specific insecure areas, analysis of the underlying cause of inaccessibility and insecurity, the local dynamics, and planning and implementation of mitigation measures customized to the local context and risk analysis.
He/she will provide programmatic security support for all programs which will strengthen regional strategic orientations and build upon existing strategies, support communication strategies, access negotiations and provide the basis for measures to assist in reducing the number of targeted population missed in hard to reach areas.
The incumbent will provide technical support and guidance to other UNICEF analyst posts in the region and will establish a functional network for information sharing between them.
Summary of Key Functions/Accountabilities

Provide technical assistance to countries and to the region for accurate risk assessments

Provide focused analysis on the root causes for inaccessibility at country and regional levels to facilitate mitigation measures to improve program delivery

Cross reference and triangulate data to confirm issues

Challenge claims of insecurity and inaccessibility (and define specific zones and sub-zones of non-access versus global statement of non-accessibility for a whole region)

Support how communications approaches and tools can contribute to the situation analysis

Enhance collaboration between other UN/NGOs security apparatus in support of existing UN security Management Systems (UNSMS)

Support the development of regional strategy of different aspects and causes of insecurity and share with countries, including contribution to access negotiation

Contribute to establishing a regional " common operating picture" with the purpose of providing a baseline for timely and accurate decision making

Assist the Regional Security Advisor and ensure the continuity of the WCARO security function in the absence of the Regional Security Advisor.

Impact ofResults

The incumbent will collate, process and disseminate relevant information pertaining regional, country and area conditions and events relative to UNICEF programme activities and operations as well as affected personnel and partners.

Under the overall direction of the Regional Security Advisor UNICEF, he/she will ensure all information and analysis is made available in a timely fashion to be incorporated into global level analysis.

He/she will collect information relative to UNICEF programme, activities and operations as well as affected personnel and partners on regional, country and area levels, including information regarding security incidents, as well as events that precipitate such incidents.

He/she will report on this analysis with the goal of identifying trends and predicting the specific operational conditions that may impact the ability or modality of programme delivery.

He / she will conduct activities to fully understand the access issues and security environments in endemic, outbreak and 'at risk' countries. The focus is to capture the root causes at the local level behind insecurity and inaccessibility to support operational activity.

In addition, the incumbent will conduct analysis to understand regional level dynamics, particularly when addressing issues of terrorism, inter-tribal conflict and population movements triggered by environmental issues and all other socio-economic, political factors that makes geographical areas inaccessible.

The objective of the analysis is to provide information that will enhance operational planning of activities aimed at reducing the number of targeted population missed in hard to reach areas.

The incumbent will work closely with the technical/operations and communication staff of UNICEF to integrate all relevant analysis into the implementation plans for country programme and activities.

He/she will focus on strengthening the ability to continue delivery of critical programmes to affected populations in line with the UNSMS Security Risk Management model.

He/she will develop and maintain internal and external information networks to enhance the collection/collation of information relating to activities and operations as well as affected personnel and partners

The incumbent shall establish appropriate systems for the sharing of information and addressing security issues with/from and related to 3rd party contractors for the UNICEF programme taking into consideration the principles of risk transfer and constraints regarding duty of care and contract modalities.

He/she will provide guidance as appropriate on security interactions with such third parties in accordance with the appropriate legal parameters and organizational obligations.

The incumbent will conduct security assessments, assist with security-related issues for the development of mission plans and support missions to the field to facilitate the above.

The incumbent will follow-up all reported incidents related to activities, operations, and/or affected personnel and partners, especially as it relates to identifying lessons learned and stimulating necessary action.

In the framework of regional security training, he/she will develop and conduct access and security-related training as required.

Key Expected Results:

Establish lessons learned database for key programme activities

Identify trends, patterns and early warning triggers for insecurity at country level.

Provide technical assistance to countries and to the region for more accurate risk assessments

Reports on focused analysis on the root causes for inaccessibility at country and regional levels to facilitate mitigation measures to improve program delivery

Provide analysis to challenge claims of insecurity and inaccessibility (and define specific zones and sub-zones of non-access versus limited access and full access)

Conduct regular meetings/conference calls for enhanced collaboration between other UN/NGOs security apparatus in support of existing UN security Management Systems (UNSMS)

Provide analytical input to regional and country specific access strategies.

Qualifications of Successful Candidate
1. Education
Advanced university degree or recognized equivalent in Risk Management, Military or Police Intelligence, Political Science, International Relations or related area. Substantial qualifying experience and training may be considered in lieu of the advanced university degree.
*First university degree with additional two-years ofrelevant work experience is acceptable in lieu of anadvanced university degree.
2. Work Experience
A minimum of8 years of progressively responsible experience in security analysis and risk management. Demonstrated understanding of security related analytical processes is essential. UN and/or international security management experience is highly desirable. The incumbent will possess analytical and information management skills and will be able to interpret data and security information.
3. Language
Fluency in French and English is essential. Knowledge of another UN language is an asset.
