RESPONSIBILITIES:
The M&E/FSL Coordinator is responsible for both the development of monitoring and evaluation (M&E) strategy and capacity for the SI Myanmar programs and the development and delivery of the Food Security and Livelihoods (FSL) strategy and programs.
M&E
He/she contributes to SI’s quality oriented approach including specific mainstreaming of issues such as “do no harm”, gender, communication with communities and accountability.
He/she contributes to the Institutional Knowledge Building (IKB) process and the improvement of SI methods and techniques and supports the development of Livelihoods and Food Security programs in the country.
FSL
He/she specifically guarantees the quality and suitability of proposed technical approaches, ensures the appropriateness of FSL activities and of SI’s general objectives to the needs of the local populations.
He/she coordinates the project cycle and more particularly the operational monitoring of FS programs implemented in the intervention country.
He/she contributes to the process of capitalization and the improvement of SI methods and techniques in the field of FS.
PROFILE
Education:
Relevant university degree, preferably in social sciences, international relations and/or development or other relevant discipline. In lieu of a Masters, a relevant Bachelor’s Degree is the minimum plus additional years of experience.
Experience:
Minimum 3 years of humanitarian experience preferred with a minimum of 1 year as M&E Coordinator.
Experienced in monitoring of complex emergency and recovery FSL and WaSH programs.
Experienced in FSL program management
Comfortable in working with key humanitarian actors (humanitarian independent INGOs, LNGOs)
Experienced in working within stressful organisational and contextual constraints
Transferable skills and knowledge:
Knowledge of SI’s M&E tools and policies.
Capacity to identify M&E and FSL training needs, organize and conduct trainings.
Languages: Fluent in English. French and Burmese are added assets.
Living conditions
Security is considered very good in Yangon and in most parts of Myanmar. No restrictions for circulation or curfew are in place in Yangon but travel permits must be obtained for travelling to other sites, and to SI main field bases.
It is a fair family location with international schools (English and French), international standard supermarkets, good clinics, and parks and some leisure activities .
CONDITIONS
Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD
Possibility of a family package, including plane tickets, insurance, housing contribution, full spousal Per Diem and 50% Per Diem for each child.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
