BACKGROUND:
On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.
After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi - sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter - cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.
SCOPE OF WORK:
The IRC seeks a Protection Manager for the mobile teams.
The WPE RRT Manager will lead short term GBV emergency response deployments across South Sudan and will be responsible for establishing and managing emergency interventions and ensuring that all programming is implemented in line with IRC's GBV Emergency Response Model. He/She will be responsible for leading GBV assessments, programming design, implementation, building national staff capacity to provide direct support to women and girls and GBV survivors, mentor, supervise and monitor team activities, and ensure financial and logistical controls are implemented according to IRC protocols.
Position objectives: To ensure the technical quality of IRC programming, and that survivors of GBV have safe, timely access to basic case management, referral and psychosocial support services in emergencies
The WPE RRT Manager will be supervised by the RRT Team Leader and will be Juba based with up to 90% travel to targeted states across South Sudan. He / She will receive technical support from the WPE Coordinator based in Juba.
RESPONSIBILITIES:
Technical Quality
Provide technical guidance, oversight and support to WPE emergency interventions to improve the provision of quality case management and psychosocial support services to meet the needs of women and girls in emergencies.
Lead trainings on GBV case management, GBV emergency response and preparedness, Clinical Care for Sexual Assault Survivors for staff and partners.
Lead rapid GBV assessments in targeted areas to identify patterns and risks of GBV, assess gaps to inform short term emergency responses.
Oversee the implementation of IRC's GBV RRT emergency deployments to ensure it meets GBV best practice and adapts IRC GBV Emergency Response model to the South Sudan context.
Guide GBV RRT's start-up in targeted locations to provide short term emergency responses to GBV including GBV case management and psychosocial support interventions.
Ensure that ethical and sound data collection and information management systems are in place and harmonized advocacy.
Lead in the development of quality psychosocial interventions at the safe spaces that promote coping, resilience and strengthen supportive networks among women and girls
Support in the implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming.
Staff Supervision & Development
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Directly supervise the WPE Response Officer and hold regular performance reviews.
Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
Assist with the recruitment of WPE staff, in coordination with HR, senior management, and the WPE Technical Unit.
Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
Grant Management
Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
Ensure high-quality IRC and donor reports on activities, indicators and achievements.
Lead in the development and design of new grants for follow up funding that respond to needs identified in all locations.
Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
Coordination & Representation
Build relationships with partners, government, other NGOs and UN agencies to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
Coordinate and lead advocacy efforts with other actors and sectors, particularly WASH, Food and Nutrition, Shelter, Livelihoods, Health; and ensure specific measures are put in place to mitigate risks of GBV among women and girls by these sectors in line with the provision in the Inter-Agency Standing Committee Guideline for response and prevention of GBV in humanitarian settings.
Other
Undertake other relevant tasks as requested by the WPE Coordinator.
Professional Standards
All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIRED:
Master's degree in Social Sciences, gender studies, Public health, social work, humanities or other related discipline.
3 years of relevant overseas programme management experience, with at least 3 years of GBV programme management in emergencies experience. Program start up experience an asset
Demonstrate clear understanding of gender, human rights, and issues surrounding violence against women and girls.
Previous experience leading teams on GBV response and risk mitigation strategies in emergencies.
Experience facilitating trainings and workshops on responding to and preventing GBV.
Familiar with emergency contexts and issues. Emergency deployment experience.
Positive and professional attitude, including ability to lead and work well in a team setting.
Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
Knowledge, skills and experience in participatory methods of community development and mobilization.
Comfortable attending and facilitating meetings and representing GBV issues.
Excellent interpersonal and problem-solving skills, creativity and flexibility.
WORK ENVIRONMENT:
Security level orange/ red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
HOUSING:
This mobile team position is deployable up to 90% of the time in the field and when not deployed will be in Juba. Living conditions in the field are basic ( shared tents, limited facilities). These are emergency deployment.s Food is the individual's responsibility. R&R is every three months.
