Project Description:
The Laboratory Systems Strengthening Services program is to support PEPFAR countries, particularly in Burma to strengthen integrated laboratory networks and systems in a sustainable manner to provide quality diagnostic tests to meet PEPFAR goals for prevention, treatment, and care of HIV-infected persons and the broader health system. Strengthening key elements of a country’s health systems, including the workforce and laboratories, is critical to meeting the PEPFAR’s goal of promoting sustainability, efficiency, and effectiveness of PEPFAR programs.
The Program will provide technical assistance and support to public sector laboratory services at the national and subnational levels, and strengthen systems and laboratory networks. Current priority activities include:
Supporting the development of country-owned and -led laboratory strategic plans and policies for improving integrated laboratory services for patient care;
Strengthening the patient and specimen referral networks to reflect a continuity of care and responsiveness to the needs of clinical decision-making to improve accessibility of high-quality services to patients;
Enabling local networks and tiered laboratory services to provide services that reach affected populations; and
Developing an efficient mechanism for referral of complex testing and validation of new technologies and testing algorithms.
Job Summary / Responsibilities:
Responsible for the planning, conduct, and reporting of assessments, audits, and accreditation-ready inspections of clinical laboratories against ISO 15189 and GCLP performing services at specified Program laboratories in Burma.
In close collaboration with laboratory management lead the follow-up of needed corrective and preventive actions following audits.
Responsible for developing and implementing continuous improvement initiatives upon request to build laboratory capacity and quality with reference to ISO 15189 and GCLP standards and requirements.
Take active role in developing generic Quality Manual, SOPs, and work instructions with reference to ISO 15189, GCLP and other standards.
Provide technical assistance to laboratories and others as needed and requested as part of overall capacity building and continuous improvement schemes.
Preparation of training materials and deliver trainings to research program, laboratory staff and external agencies.
Provide technical assistance and quality operation (develop and review SOPs, develop instrument and supplies list and develop and review carry over contamination prevention plan) of diagnostic laboratories in Burma.
Quality Assessment Schemes (EQAS).
Perform other duties as assigned.
Qualifications:
Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field;
Typically requires 2-5 years of managing data collection and technical assistance experience;
Proficiency with database management software and on-line search tools required;
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas;
Articulate and professional and able to communicate in a clear, positive fashion with clients and staff;
Must be able to read, write, and speak fluent English;
Prior work experience in a non-governmental organization (NGO), government agency, or private company.
