ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

ACF-Spain is looking for an Administrator Coordinator to be based in Beirut, LEBANON with travel to Syria.
OBJETIVE

Mission Financial, Administrative and Human Resources Management in the context of the current humanitarian situation of emergency, optimizing the means and resources available, ensuring the financial stability in the mission and the fulfilment of ACF-E standard policies, procedures and rules policies and rules set by ACF-E, as well as compliance with donor requirements and local legislation.
RESPONSIBILITIES

• Financial management, budget follow up and Audit : Coordinate all financial and administrative issue of the mission. Monitor and follow up projects implementation. Prepare financial reports. In collaboration with the Emergency Coordinator and Country Director follow up and coordinate the control of the structural costs through the Mission Coverage Plan and the co-funding

• Supervision/Management of the Accountancy: Supervise the correctness of all invoices and contracts. Verify the correctness of payment procedures. Supervise the registration of all accounting and extra-accounting movements (expatriate, depreciation, class 4 registration).

• Cash-flow Forecasting and Treasury Management: Consolidate and validate base expenses forecast on two-weekly or monthly basis and ensure its sending to HQ. Maintain a continuous supervision of the cash flow

• Administrative supervision: supervise the appropriate use of ACF-E resources and compliance with the organization’s rules and procedures. Follow-up of administrative issues regarding expatriates

• HR management and Training Participate in the complete recruitment process of mission staff (from job postings to induction of selected staff). Ensure compliance with internal HR procedures and regulations as well as compliance with local fiscal and labor laws.

• Other duties: Represent the organization in financial and HR forums and other activities organized with donors and local authorities, as well as establishing and consolidating relations with them. Participate in coordination meetings of INGOs, UN Agencies and other stakeholders
PROFILE

• BA or MA in finance, economics or any related field. • Solid knowledge of donor guidelines. • Knowledge of ACF will be considered an asset (organization, mandate, strategy, procedures).
• Minimum 3 years previous experience in similar field-based positions – a combination of field and HQ posts acceptable - Essential • Experience working in a volatile environment - Desired • Knowledge and experience in ACF admin and accounting procedures - Desired • HR management experience - Desired • Experience in working in with local authorities and partners – Desired • High analytical skills, Strategic thinking, Common sense, Tactful and diplomatic. • Strong security awareness • Adaptability and tolerance to stressful conditions • Culturally sensitive, and able to understand and work in a very sensitive context such as the Middle East • English (compulsory working language, spoken, read and written); Arabic (very useful)
REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package: • Work contract: 6 month forecast duration • Salary: from 1500€ to 2350€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal. • Until 10% additional remuneration regarding the position’s context and responsibilities. • House and maintenance cover by the organization (including per diem): package estimated at a minimum of 50% of salary. • Travel costs to and from the mission. • 25 working days of holidays per year. • Break: additional rest period, including travel cost to a reference area and economic help. • Travel and accident insurance and repatriation on account of the organization. • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
