Purpose of position:

The Psychosocial Support (PSS) Delegate is responsible for providing the Haiti Red Cross (HRC) Psychosocial Unit (PS Unit) with managerial, organisational and technical support in the implementation of its psychosocial support programme. The Delegate must ensure Haitian Red Cross ownership and leadership over its programme while supporting every opportunity for capacity building and institutional development within the HRCS PS Unit. The delegate is also responsible for enhancing the Movement coordination efforts through the Consortium supporting HRC PS Unit and programme.

Description of Key Duties and Responsibilities:
Provide technical assistance to the HRCS in identifying, designing, planning and implementing a long term Psychosocial Program (PSP) strategy and activities in the targeted areas, in a technically appropriate manner.
Provide managerial and organisational development assistance to the NS staff in particular to HRC Head of PS Unit. Provide organizational capacity building for HRC for sustainable PSP activities and support them to strengthen their advocacy skills, fund raising capacity, programme management and both narrative and financial reporting.
Encourage and facilitate the Movement partners coordinated and integrated support to the Haitian Red Cross Psychosocial programme through the Movement PS Consortium. Ensure a harmonised approach to programming within the Movement and a continuous flow of information to international actors involved with PSS such as the IFRC Reference Centre, MHPSS cluster and working group as well as main PSS stakeholders.
Support and assist HRC in insuring that technical and managerial policies and procedures are developed/reviewed and applied, that goals and objectives are meet and that PSP activities are accomplished efficiently and effectively and oversee financial well-being of the program by analyzing cost effectiveness and ensure accountability.
Support HRC in designing and implement needs assessment and impact assessment initiatives. Support and assist HRC in developing programme indicators, monitoring and evaluation tools and assist HRC in ensuring that the programme is being implemented according to the goals, objectives and outcomes of the programme logical framework and monitoring and evaluation plan. Provide guidance and assistance in compiling program reports and feedback to the NS.
Support and assist HRC in ensuring that IASC MHPSS guidelines and that SPHERE standards are attained and maintained where appropriate.
Support the HRC in identifying training and professional development opportunities for both its staff and volunteers.
If and when required by HRC, provide technical support to educational and information material development including leading pre-testing initiatives within HRC PS programme strategy
Promote and contribute to the standardization and best practices in PSP activities by HRC. Assist and support HRC in developing PS programme policies. Assist and support HRC in developing cultural appropriate technical tools, including activity manuals.
Contribute to Health team strategic planning and reviews.
Ensure that value-added cross-cutting themes are sufficiently incorporated into the programme design and implementation.
Prepare monthly narrative and financial reports, Provide articles to newsletters and internet sources; and synthesize and document project and activities findings and lessons learned
Carry out any other duties as assigned

Position Requirements :

Education:

Masters in social work, social sciences, community development or in institutional development and executive managment - Preferred
IMPACT, Basic Delegates Training Course or equivalent knowledge

Experience:

At least 5 years of experience with community based programme planning, management and monitoring.
Experience of working within the Red Cross Red Crescent Movement.
Experience in National Society / local partner organisational capacity building and institutional development.
Experience in staff and volunteer managerial and technical support.
Experience of drafting and managing a budget.
Experience of writing project proposals and reporting on proposals.
Experience of working for a humanitarian aid organisation in a developing country.
Technical knowledge and experience in the implementation of participatory approach methods. - Preferred
Experience in working in both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups - preferred.

Knowledge and Skills:

Self-supporting in computers (Windows, spreadsheets, word-processing).
Skills in capacity building and organisational development.
Skills in training and developing staff.
Valid international driving license (manual gears). - Preferred

Languages:

Fluently spoken and written English
Fluently spoken French
Fluently written French - Preferred
Good command of another IFRC official language (French, Spanish or Arabic) - Preferred
Other languages: Haitian Kreyol - Preferred
