DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The overall objective of the American Refugee Committee (ARC) South Sudan program is to facilitate the successful repatriation and reintegration of Sudanese refugees and IDPs to their original homes in South Sudan. Operational in South Sudan since 1994, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations. ARC has program activities in Central and Eastern Equatorial, Warap, Northern and Western Bahr el Ghazal and Upper Nile States.

PRIMARY PURPOSE OF POSITION The Senior Health Coordinator (SHC) is responsible for the design, implementation and overall technical support/guidance and integration of the ARC South Sudan Health Program, working under the supervision of the Deputy Country Director and in collaboration with Field Coordinators, Grants/Reporting Officer, Logistics Coordinator, Finance Controller and Country Director. The SHC will technically supervise the Health Program Managers and provide technical support and coordination to the South Sudan Reproductive Health and HIV/GBV teams. The Senior Health Coordinator is based in Juba, with extensive and frequent travel to field locations. The Senior Health Coordinator will also directly liaise with the ARC HQ based technical health team.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

Technical Support and Capacity Building • Identify training needs of staff and develop capacity building program to strengthen personnel base and implementation of programs. • Technically support and guide field level Health Coordinators and provide technical oversight to entire ARC South Sudan health program. • Identify staffing needs and recruit suitable candidates for vacant positions.

Program Development • Along with health program staff, conduct needs assessments, identify new program opportunities and support strategic development of the ARC health programs. • Coordinate the development of new proposals and initiatives for the ARC health programs.

Program Implementation • Plan and coordinate the implementation of all ARC South Sudan Health interventions to be in-line with approved budgets, donor requirements and program deliverables and timelines. • Manage health sector grants: develop regular work plans, reports, budget forecasts and spending plans for health sector activities. • Provide technical supervision of all ARC health projects and promote the quality of the ARC health programs.
• Design and implement a Monitoring and Evaluation plan for all Health programs, in line with global ARC standards. This system should ensure that activity, impact and output data is captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality and impact levels. • Create linkages between the different components of the ARC South Sudan health program with a view to integrating the components into the overall health strategy in order to put ARC in the position to cope with changing realities.
• Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.
• Ensure that health programs utilize standardized protocols, policies and guidelines, as prescribed by the South Sudan Ministry of Health, ARC and WHO and according to established best practices and ARC program framework. • Ensure solid management of pharmacy and all health supplies at ARC supported health facilities is in place. • Ensure proper and timely procurement of drugs, supplies and other health program materials. • Working with logistics, ensures ARC asset management policies and procedures are being adhered at all ARC supported health facilities.
• Monitor the disease surveillance in the areas of responsibility, providing technical guidance and support to health staff to make improvements to programs and services.

Coordination • Represent ARC to UN, international and national NGOs, and Ministry of Health, and all other health sector forums to ensure that ARC actively participates in all health sector initiatives. • Represents ARC to local communities, government departments, international agencies, local partners and donors on health related activities.
• Collaborate regularly with other sectors, especially the water and sanitation team, to monitor situation in the targeted communities, prepare for and respond to disease outbreaks.
• Liaise regularly with the ARC Field Coordinators, and the HQ Health Technical Unit to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • Professional health degree required; MD, RN, or MPH preferred.
• Minimum of 5 years overseas experience, preferably in complex emergency settings implementing and managing health programs and team in emergency or refugee settings.
• Previous experience with USAID, DfiD and UN grant management. • Relevant experience with governmental and private donors within the Health sector. • Demonstrated technical expertise in several of the following areas: PHC, Comprehensive Reproductive Health including HIV/AIDS and GBV prevention and response, EmOC, and Family Planning. Clinical skills preferred in one of the above mentioned areas.
• Experience (not necessarily Expertise) in Health Systems Strengthening, Health Management Information Systems, and Community Health (this includes PHC but more focused on how the community uses the system). • Demonstrated experience in monitoring and evaluation.
• Capacity Building and BCC experience preferred. • Fluent in English.

• Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
• Previous experience in working and living in a culturally diverse team.
