ISEAN-Hivos-GF-R10-HIV/AIDS – Consultant to Conduct Needs Assessment and Consultations on the Establishment of MSM and TG CBOs in Timor Leste

REQUEST FOR EXPRESSION OF INTEREST

In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled ‘Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’, was approved by GFATM and contract for the grant was signed on 6 October, 2011. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

Hivos, as the Principal Recipient of the grant, is looking for a capable Consultant who will be responsible for conducting a needs assessment and series of local consultations on the establishment of MSM and TG CBOs in Timor Leste. Specifically, the following will be provided by the consultant to address the Grant’s requirements:

1. Draft a situationer/ review of literature on HIV-AIDS in Timor Leste, with focus on MSM and TGs (including status of CBOs, existing services, funding available for MSM and TG through Global Fund TL, and list of NGOs providing interventions);
2. Develop MSM and TG CBOs assessment tools and process to be used during the assessment and consultations with local groups;
3. Conduct an assessment of the capabilities of MSM and TG groups in TL;
4. Conduct mapping of MSM and TG groups in TL resulting to a list of contact persons/organizations, description of MSM and TG activities per district etc.
5. Conduct consultations on the feasibility of establishing MSM and TG CBOs in TL;
6. Interviews key informants and stakeholders including representatives from TL National AIDS Commission , Ministry of Health, NGO workers (e.g. from FTH) and health service providers; and
7. Develop a series of draft reports and a final report.

Key Qualifications:

1. Relevant education background or substituted by an extensive amount of experience (good understanding and proven track records in HIV/AIDS);
2. Established research expertise in the area of health and development, preferably including evaluation or documentation of projects and programs related to HIV-AIDS in a regional and local contexts;
3. Experience in working with Timor Leste NGOs particularly non-registered CBOs
4. Familiarity with the concerns of MSMs and TGs in the Timor Leste context;
5. Preferably with familiarity with Global Fund Programs/Projects; and
6. Posses good interpersonal and communications skills;

Language Requirements:

1. Fluent in the English Language, spoken and written
2. Proficient in Bahasa Indonesia and Tetum languages, spoken and written

The selected Consultant shall be engaged for 30 days between the periods March 01 to April 31, 2012, with the target date for report completion by April, 2012. Travel and related costs will be covered by the ISEAN-Hivos Global Fund Program.

Based on the initial set of EoIs, applicants will be formally invited to an interview with ISEAN-Hivos staff, around the second week of March, 2012. The short-listed applicants shall complete their application through the submission of a concept note and indicative work plan.
