ECHNICAL ADVISOR - LEARNING, IMPACT & COMMUNICATION

CARE is seeking an experienced Technical Advisor, Learning, Impact and Communication to spend the majority - though not all - of her/his time supporting the Pathways Program, which seeks to empower poor women smallholder farmers and to increase their productivity in more equitable agricultural systems at scale. In this role, s/he will work with the Senior Technical Advisor, Learning and Impact, the Pathways Program Coordinator and other key internal and external stakeholders to ensure this multi-country program is able to effectively measure, understand and learn from the impact of Pathways at both the country and global levels. Launched in November 2011, Pathways will initially operate in six countries: Bangladesh, India, Malawi, Tanzania, Mali and Ghana. 
 
It is CARE's intent to grow Pathways as a programming platform for CARE's work related to women's empowerment, agriculture and food and livelihoods justice globally. In support of that vision - and a focus on increased forward and backward accountability - the program incorporates a robust learning, communication and scaling agenda that will be intensively supported by the TA Learning, Impact and Communication. The program has articulated a preliminary learning agenda and has plans to pursue robust evaluation as well as ongoing action research to advance this and improve performance over time The Technical Advisor, Learning Impact and Communication will support these efforts as well as an external collaboration and communications strategy aimed at engaging and influencing practice, policy and resource allocation.

Working within CARE USA's Food and Livelihoods Justice unit - in the Program, Partnership, Learning and Advocacy division - the Technical Advisor, Learning, Impact and Communication will work towards the PPLA mandate, to generate, harvest, cross fertilize and promote the application of knowledge and learning throughout CARE for programming, advocacy, partnerships and fundraising.

Beyond Pathways, the Technical Advisor will provide support to the Economic Development Unit's knowledge management and learning activities including developing and facilitating country office application of a set of common tools for monitoring and evaluation and providing support to a global community of practice. The TA Learning, Impact and Communication will report and work in close collaboration with the EDU Senior Technical Advisor, Learning and Impact in all of his/her work.

Responsibilities:

•Support Pathways Program Learning and Measurement Plan

•Lead the design and implementation of the Pathways internal communications plan and support the Pathways external communication plan

•Support EDU and Food and Livelihoods Justice Team Knowledge Management

Required:

•Bachelor degree in International Development - in the field of Economics, Business Administration, Agribusiness Development, Women's / Gender Studies, Anthropology, Sociology, or a related

•Strong academic background in quantitative and/or qualitative methods and evaluation

•3 to 5 years experience in international economic development or related field

•Gender analysis and application in research and impact assessment

•Training design and implementation experience for adult learns

•Demonstrated capacity to utilize and support others in utilizing a range of learning tools and approaches, both virtual and in-person

•Demonstrated ability to apply quantitative and/or qualitative research methods

•Overseas work experience

•Demonstrated ability to design and execute impact assessments, M&E and research plan either directly in economic and agriculture sector - or any development related sector (food security, health, education, etc.)

•Experience in developing and implementing communication and dissemination strategies and publications

•Excellent verbal and written English skills, particularly communication and presentation skills for diverse audiences including conducting training events for adults and professional

•Knowledge of word processing, spreadsheet software, and data processing.

Desired:

•Master Degree in International Development, Economic Development, Agriculture, Women’s' Studies, Anthropology, Sociology or other relevant field

•Organizational learning, knowledge management and/or communications coursework

•Qualitative and quantitative research and evaluation design

•5 to 7 years experience in international development or related field

•French language proficiency

•Knowledge of a language beyond French (Spanish, Portuguese, Swahili, Arabic)\

•Some experience in agriculture, microfinance, climate change or food security

•Some technical expertise in value chain development

•Demonstrated ability to conceptualize and operationalize program strategies

•Ability to establish and maintain effective partnerships and working with various types of stakeholders, including academics and other development organizations
