ORGANIZATIONAL SETTING:
Under the direct supervision of the Chief of the Recruitment and Staffing Branch, the HR Specialist provides high level strategic and operational support for a number of divisional units at HQ and the Regional Offices (RO), Sub-Regional Offices (SRO) and Country Offices (CO) in the areas of recruitment and staffing and advice on policy implementation. He/She operates in a complex organizational multicultural environment requiring in-depth knowledge of the organization and its RO, SRO and CO operations.
MAJOR DUTIES AND RESPONSIBILITIES
• Anticipate and meet staffing needs through reassignment and/or recruitment of staff ensuring that organizational competency requirements are met. • Develop and apply innovative strategies for external recruitment from sourcing, through selection to appointment, and contracting, ensuring that core and functional competencies and demographic diversity goals are consistently promoted and applied. • Manage timely and appropriate selection or placement of staff, taking into account organizational priorities; interview candidates and negotiate with external recruits on conditions of service. • Provide authoritative guidance to headquarters and RO, SRO and CO management on conditions of service, recruitment and contracting policies; provide innovative tools and creative support to RO, SRO and COs facilitating determination of staffing requirements, contracting, recruitment and the management of staff. • Support an effective team environment for the provision of staffing and RO, SRO and CO support services, promoting creative solutions to demands presented by clients. • Review ROs, SROs and COs submission for new posts; provide technical and operational support and guidance on policy application and interpretation; recommends solutions to highly complex and exceptional cases. • Provide advice on job design and classification supporting dynamic evolution of structures and effective deployment of post resources; Build awareness and understanding of HR policies and effective interaction through automated media. • Assess continued relevance of recruitment, contracting staffing policies and frameworks vis-à-vis programme needs and workforce demographics. • Support and facilitate HR activities, such as the rotation, job classification, and the management and development of candidate rosters. • Organize the delivery of administrative services to the organization including the management of external service providers and applications; engage in Human Resources reform initiatives, internally and in inter-agency fora. • Performs any other duties as may be directed by the Chief or the Director of DHR.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE:
• Advanced university degree in Human Resource Management, Business or Public Administration or one of the social sciences. • Seven years of relevant progressively responsible experience in HR management, preferably in recruitment and staffing. • Demonstrated professional competence and success in the delivery of innovative and cost-effective service delivery and the application of staffing/recruitment policy in a complex multicultural environment. • Up-to-date knowledge of human resource management subject matter including delivery mechanisms, relevant technology and equipment. • UN System HR experience an asset. • Strong writing and oral communication skills. • Fluency in written and spoken English; proficiency in a second working language (French or Spanish) highly desirable.
