MAIN RESPONSIBILITIES

(A) The PBF Coordinator will be responsible for the day-to-day oversight of the implementation and coordination of activities of the UNRWA’s component of the PBF Project which is valued $1.5 million.

(B) S/he will assume responsibility for the provision of technical inputs, day-to-day monitoring and backstopping.

(C) The incumbent will act as the liaison between the various project managers for any issues related to the implementation of the interventions, and for communication purposes;

(D) S/he will follow-up and support the implementation of the strategy and achievement of objectives set for employment and TVET (Technical and Vocational Education Training). The employment includes but not limited to apprenticeships and on the job training to the youth, Improved employment services and Support to create businesses. While the TVET includes but not limited to improved vocational training courses, improved vocational training curriculum and equipment, improved vocational training methodology and capacity building of staff;

(E) The PBF coordinator ensures coordination with UNICEF and ILO on the progress made on the implementation of the project. S/he will be in close contact with the other Agencies throughout the project to collect data on a monthly basis. S/he will ensure that each outcome is progressing according to schedule. S/he will alert the LFO Senior Management in case of any delays and will prepare the monthly, quarterly and annual reports;

(F) The incumbent will be leading the design and implementation of a monitoring framework to track delivery against the IRF Outcome indicators. The Monitoring framework will be based on the work plan provided by each agency and should include targets and benchmarks to be used to evaluate the effectiveness and impact of the intervention;

(G) S/he will assist the Field Programme Support Officer in any other tasks (preparation of presentations, organizations of field visits, organization of roundtables with employers, etc);

PERSONAL & PROFESSIONAL COMPETENCIES (A) Academic and Professional A University degree in Sociology, Social sciences, Economics, Business or Management

(B) Experience A minimum of five years of work experience as Coordinator of projects; preferably in the same field as for this post

(C) Language Excellent command of English and Arabic is required.

SKILLS AND COMPETENCIES

i. Strong reporting skills ii. Excellent English skills are essential iii. Proven experience in monitoring and evaluation iv. Strong communication, liaison, facilitation, problem-solving skills; v. Experience in TVET and Employment issues highly desirable vi. Knowledge of Lebanon context and the Employment and poverty issues affecting Palestine refugees.

CONDITIONS OF SERVICE: Salary: Salary USD 3500- 4000 per month (according to experience). Contract Duration: One Year.

EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

Only former staff members of the Agency can be engaged as Consultants/Contractors, provided that a minimum period of three months has elapsed since their separation from service.

TECHNICAL & PRACTICAL TESTS REQUIRED: For short-listed candidates, the following tests will be conducted: • Technical test (100%).

The top 5 scoring candidates, given that none have scored less than 50%; will be invited for an interview.
