Program Planning and Development Specialist

Chemonics International seeks a Program Planning and Development Specialist to work on an anticipated
USAID-funded higher education project. The Timor-Leste Development Scholarships and Higher Education Project (DSHEP) is a five-year project that aims to provide the training and technical services required to strengthen the base of skilled, high performing professionals to diverse institutions in Timor-Leste. Based in Dili, position responsibilities include: marketing the program among the academic, private sector, and NGO communities in Timor-Leste to generate interest from potential scholarship recipients; manage the competitive selection process of the recipients; manage the logistics and administrative processes of getting students prepared to study abroad; liaise with the U.S. Embassy and other partnering organizations to identify synergies and linkages; and manage the overall training budget and maintain a schedule of all recipients’ programs, grades, and other related issues.
Qualifications:
* Bachelors degree or equivalent in a discipline relevant to adult training methodologies and organizational development.
* At least five (5) years experience in managing international academic degree programs.
* Experience working with programs dealing with US and Indonesian universities and colleges is preferable.
* Knowledge of and experience developing and promoting alumni associations and networks.
* Experience working in Tetum or Bahasa Indonesia is preferred.
* Ability to speak and write fluently in English and Tetum or Bahasa Indonesia is desirable.
