Salary: £30,787 - £36,547 net per annum, (net salary means that Oxfam GB will meet the tax and social security liabilities of post-holder in addition to net salary)

Oxfam works with others to overcome poverty and suffering. As part of a global movement for change, we are working together to end world poverty and injustice.

The successful candidate will work with Oxfam to respond quickly to the public health engineering requirements of emergency responses. The role may involve immediate deployment in the first phase of an emergency response, where the successful candidate will assess the situation and subsequently implement public health engineering solution. They will provide life saving water and sanitation measures in accordance with international standards to alleviate the plight of the people impacted by the emergency. Their support will continue thereafter until the situation has stabilised, capacity has been strengthened, and the systems and resources on the ground are more prepared for future shocks.

Key Responsibilities:

The successful candidate will undertake a series of deployments which are normally up to 6 months in length. These will support busy emergency situations and complex operating environments where Oxfam has had to rapidly scale up its programme. Key duties include:

  • Carry out water and sanitation assessments and identify actions to provide efficient and rapid humanitarian response.
  • Evaluate public health risks related to water, sanitation and hygiene practises.
  • Select, design and construct water systems using ground water or surface water, including: abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
  • Select, design and implement the most appropriate form of sanitation system in consultation with the beneficiaries and the PHP team.
  • Ensure designs incorporate sustainability and cost effectiveness.
  • Formulate capacity building plans for teams and individuals that the post holder manages in country.
  • Write WASH strategies, programme proposals and concise reports.
  • Represent Oxfam to other NGOs, agencies and government authorities.
  • Analyse assessment and community feedback to formulate more appropriate solutions.
Criteria:
Minimum requirements all HSPs are expected to meet:

Ability to deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programmes.
Demonstrate Oxfam values and behavioural competencies.
Managements skills, particularly with multi-cultural teams and during difficult/stressful situations.

Essential Criteria:
  • A suitable qualification in a discipline related to public health engineering. Experience could substitute for a formal qualification, but not vice versa.
  • Proven practical experience in humanitarian water supplies, sanitation and hygiene promotion.
  • A good understanding of the WASH needs of poor rural and urban communities.
  • Ability to write strategies, programme proposals and concise reports. Often at short notice.
  • Ability to implement different approaches to WASH programming using cash, vouchers or market-based approaches.
  • Diplomacy, tact and administrative skills.
  • Understanding of the UN response and coordination mechanisms.
  • Ability to build the capacity of field teams is essential.
  • Good written and verbal English. The ability to speak at least one other language is highly desirable.
  • Willingness to travel at short notice.
